In each year, the office awards under the formula to the area agencies serving areas that were outside standard metropolitan statistical areas as specified by the United States Department of Commerce in 1978 at least 105 percent of the funds expended in such areas in 1978 for services to older persons under titles III, V and VII of the Older Americans Act.
