    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    This is a consensus rule making to repeal Parts 120 and 121; and add new Parts 120 and 121 to Title 13 NYCRR.
    Statutory authority:
    Public Officers Law, section 87(4)
    Subject:
    Freedom of Information Law.
    Purpose:
    To provide detailed information about the manner in which the Law Department makes records available.
    Substance of proposed rule:
    The proposed new rules spell out the procedures pursuant to which the Law Department will make records available pursuant to the Freedom of Information Law. The proposed rules specify the time limits, procedures for requests and responses to requests, and fees for the reproduction of records.

    Consensus Rule Making Determination
    The new proposed rules merely clarify policies already ingrained in the Freedom of Information Law statute.
    Job Impact Statement
    The proposed rule will not have a substantial impact on jobs because the proposed rule affects only the procedures of the Records Access Office of the Law Department.
