Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Department of Health
The New York State Department of Health hereby gives notice of its intent to award funding in the amount of $36,000 ($12,000 per organization) to the following Community Based Organizations (CBOs): AIDS Care, AIDS Community Resources, and AIDS Council of Northeastern New York. Grant funds will be utilized for syphilis elimination activities. The contracts will support implementation for expanded bath house testing and screening related to syphilis elimination, focusing on the integration of syphilis screening into bath houses already providing HIV screening. In addition the CBOs will also include related outreach STD screening to risk populations in surrounding geographic areas, including outreach venues reaching Men having Sex with Men (MSM).

Department of State Notice of Review for the City of Hudson Draft Local Waterfront Revitalization Program
In accordance with the New York State Waterfront Revitalization of Coastal Areas and Inland Waterways Act and the New York State Coastal Management Program, the City of Hudson prepared a draft Local Waterfront Revitalization Program (LWRP). The LWRP is a comprehensive management program for the City's Hudson River waterfront resources.
To approve the City of Hudson LWRP, pursuant Article 42 of the NYS Executive Law, it is required that potentially affected State, federal, and local agencies be consulted to assure that the program does not conflict with existing policies and programs. For this purpose, the Hudson LWRP is available online at http://nyswaterfronts.com/LWRP.asp.
The draft LWRP was accepted by the New York State Department of State as complete and is now available for review by potentially affected State, federal, and local agencies, and the public. Comments on the draft LWRP are due by March 15, 2010. At the close of this required review period, the Department of State will coordinate responses to comments received with the City of Hudson, and modifications to the LWRP will be made, as needed. Following adoption of the LWRP by the City, and its subsequent approval by the Secretary of State, pursuant to 15 CFR 923.84(b), the New York State Department of State (DOS) will request incorporation of the LWRP into the State Coastal Program to the federal Office of Ocean and Coastal Resource Management (OCRM) as a Routine Program Change.

Department of State Notice of Review for Tioughnioga River Draft Local Waterfront Revitalization Program
PURSUANT to Article 42 of the New York State Executive Law and 19 NYCRR Part 601, the New York State Department of State (DOS) has received and accepted the draft intermunicipal Local Waterfront Revitalization Program (LWRP) for Cortland County municipalities along the Tioughnioga River, including the City of Cortland, Town of Cortlandville, Town of Cuyler, Town of Homer, Village of Homer, Town of Lapeer, Town of Marathon, Village of Marathon, Village of McGraw, Town of Preble, and Town of Virgil.
To approve this LWRP, the Secretary of State must find that it is consistent with Article 42 of the Executive Law and that it does not conflict with existing programs and policies. Since state agency actions must be consistent with an approved LWRP, Article 42 requires that any potentially affected state agency be given the opportunity to comment on the proposed program.
