    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned.     In accordance with the standing of the Board of Regents and the Commissioner of Education as the nationally recognized accrediting agency for purposes of Title IV and other Federal funds for North Shore—Long Island Jewish Graduate School of Molecular Medicine located in Manhasset New York, New York Academy of Art, and Technical Career Institutes, both located in New York City, the State Education Department hereby gives notice that the Board of Regents has taken the following actions:
    On February 14, 2006, renewed the institutional accreditation of North Shore—Long Island Jewish Graduate School of Molecular Medicine, with condition effective February 14, 2006 until February 14, 2013.
    On February 14, 2006, renewed the institutional accreditation of the New York Academy of Art, effective February 14, 2006 until February 14, 2012.
    On May 21, 2006, extended the term of accreditation of Technical Career Institutes for one year, effective May 21, 2006 to May 21, 2007.

    In accordance with the standing of the Board of Regents and the Commissioner of Education as the nationally recognized accrediting agency for purposes of Title IV and other federal funds for North Shore—Long Island Jewish Graduate School of Molecular Medicine and New York Academy of Art, the State Education Department hereby gives notice that accreditation review visits were conducted at these institutions during 2006. Accreditation review visits are scheduled for Holy Trinity Orthodox Seminary, The Rockefeller University, Sunbridge College, Northeastern Seminary, Technical Career Institutes, New York Career Institute and Rabbi Isaac Elchanan Theological Seminary during 2007. In addition, initial accreditation review visits are scheduled for Christie's Education, Inc. and New York College of Health Professions.
    Any person wishing to comment on the review of these institutions including their qualifications for accreditation may do so in writing. Comments should be addressed to Barbara D.     Department of State F-2007-0021 Date of Issuance — January 24, 2007
    The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
    The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at 41 State Street in Albany, New York.
    In F-2007-0021, The New York Army National Guard, The State of New York Division of Military and Naval Affairs, 300 Old Niskayuna Road, Latham, New York 12110 is proposing the following demolition and construction projects in accordance with the 2005 Camp Smith Installation Master Plan: demolition of approximately 64 outdated buildings totaling 379,519 square feet (SF), none of which are included in or eligible for inclusion in the National Register of Historic Places; construction of a readiness center (92,481 SF); construction of a combined support maintenance shop (CSMS) (93,002 SF); construction of a Regional Training Institute facility (75, 000 SF); construction of a transient quarters building (75,000 SF); improvements to Camp Smith's main entrance; improvements to existing Camp Smith roads; and improvements to existing Camp Smith utilities. Camp Smith consists of approximately 1,613 acres owned by the New York State Division of Military and Naval Affairs. The proposed construction and demolition would take place in currently developed portions of the installation's 350-acre cantonment area. Construction would start during fiscal year 2007 and would be phased over a period of 10 to 15 years.
    The Purpose of the Proposed Action is to provide NYARNG units assigned to Camp Smith with adequate administrative, academic, storage, and equipment maintenance facilities. This action is needed to serve the missions of the assigned units and to ensure military readiness. The overall mission and types of activities that occur at the installation would not change under the Proposed Action. The new readiness center would consolidate all NYARNG units in Westchester County into one central facility, and the CSMS would consolidate most regional maintenance functions. Authorized full-time staff would increase by no more than 100 from 125–225 personnel. The authorized strength of units assigned to Camp Smith would increase from approximately 200 guardsmen to no more than 350 to 400 guardsmen. A majority of the additional full-time staff and Guardsmen are currently assigned to the Valhalla Readiness Center/Organizational Maintenance Shop (OMS) 8 and Peekskill Readiness Center in Westchester County, which would close following the relocation. The Proposed Action is the NYARNG's preferred alternative.
    Any interested parties and/or agencies desiring to express their views concerning any of the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or, February 8, 2007.
