    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law.     PUBLIC NOTICE
    Department of Health
    Pursuant to 42 CFR Section 447.205, the Department of Health hereby gives public notice of the following:
    The Department of Health proposes to amend the Title XIX (Medicaid) State Plan for institutional, long term care, and non-institutional related to temporary rate adjustments to providers that are undergoing a closure, merger, consolidation, acquisition or restructuring themselves or other health care providers. These payments are authorized by current State statutory and regulatory provisions.
    The temporary rate adjustment has been reviewed and approved for 8 providers with aggregate payment amounts totaling $48,488,410 for the period February 1, 2014 through March 31, 2016. The approved providers and provider type along with their individual estimated aggregate amounts include:
    1. Adirondack Medical Center-Uihlein (Residential Health Care Facility), up to $2,492,542;
    2. Benedictine / Kingston (Hospital), up to $2,500,000;
    3. Brookdale Hospital (Hospital), up to $14,000,000;
    4. Brooklyn Hospital Center (Hospital), up to $14,000,000;
    5. Mercy-Samaritan (Hospital), up to $9,000,000;
    6. Premier HealthCare (Diagnostic and Treatment Center), up to $4,027,956;
    7. River Hospital (EJ Noble-Alexandria Bay) (Critical Access Hospital), up to $1,444,695; and
    8. Soldiers & Sailors Memorial Hospital (Critical Access Hospital), up to $1,023,217.
    Total estimated aggregate expenditures for the 8 providers listed above is $48,488,410.
    The previously approved aggregate payments amounts totaling $30,700,000 have been modified. In addition to such amount, the estimated net aggregate increase in gross Medicaid expenditures attributable to this initiative contained in the budget for State Fiscal Years 2013/2014, 2014/2015 and 2015/2016, by provider category, is as follows: institutional, $29,023,217; long term care, $11,492,542; non-institutional (hospital-based outpatient), $7,972,651, totaling $79,188,410 for all provider categories.
    Modified aggregate temporary rate adjustments for the periods February 1, 2014 through March 31, 2016 include: $57,836,453 for the period February 1, 2014 through March 31, 2014; up to $19,756,152, for the period April 1, 2014 through March 31, 2015; and up to $1,595,805 for the period April 1, 2015 through March 31, 2016.
    The public is invited to review and comment on this proposed State Plan Amendment. Copies of which will be available for public review on the Department’s website at http://www.health.ny.gov/regulations/state_plans/status.
    Copies of the proposed State Plan Amendments will be on file in each local (county) social services district and available for public review.

    Pursuant to New York State Energy Law, Article 6, the New York State Energy Planning Board hereby gives notice of the following: Pursuant to a resolution of the New York State Energy Planning Board on January 7, 2014, the 2014 Draft New York State Energy Plan has been issued for public comment. The public is invited to review and comment on the 2014 Draft State Energy Plan. Copies of the 2014 Draft State Energy Plan, as well as information on how to submit public comments, are available on the State Energy Plan website at http://energyplan.ny.gov.     PUBLIC NOTICE
    Office of Parks, Recreation and Historic Preservation
    This notice is issued pursuant to Part 617, the regulations implementing Article 8 (State Environmental Quality Review Act SEQR) of the Environmental Conservation Law.
    Location and Description of Action: The environmental setting for SCORP consists of the people and the natural, recreational, scenic, historic and cultural resources of New York State, as well as social and economic characteristics.
    This SEQR Type I action involves adoption and implementation of a Statewide Comprehensive Outdoor Recreation Plan (SCORP) for 2014-1019. A draft plan has been prepared that includes a Draft Generic Environmental Impact Statement (DGEIS). SCORP is prepared periodically by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) to provide statewide policy direction and to fulfill the agency’s recreation and preservation mandate. The updated SCORP serves as a status report and as an overall guidance document for recreation, resource preservation, planning, and development from 2014 through 2019. The direction for recreation in the state is guided by three overarching statewide initiatives, with associated goals and recommendations. These together respond to the current issues impacting the state’s natural, cultural and recreational resources. The initiative areas are: 1. Enhance and Revitalize the State Outdoor Recreation System, 2. Improve Connections between Recreation, Economics, Sustainability, and Healthy Lifestyles, and 3. Strengthen the Link between People, Nature, Recreation, and Resource Stewardship. The Draft Plan/GEIS describes potential environmental impacts and mitigation of those that may be adverse.
    Webinar Information: The NYS Office of Parks, Recreation and Historic Preservation (OPRHP) will hold a public webinar to provide information on SCORP and offer the public an opportunity to comment on the Draft SCORP and DGEIS. The webinar will be on February 4, 2014 from 2-4 pm. People wishing to attend the webinar should send an email to SCORP.Plan@parks.ny.gov with their name, title and organization requesting registration for the webinar. A registration confirmation email will be sent. Three working days prior to the webinar they will receive login information. Deadline to register is January 28, 2014.
    Availability of Draft GEIS and Comments: A hard copy of the DEIS/FEIS is available at the following location: NYS OPRHP Resource and Facility Planning Bureau, 2nd Floor, 625 Broadway, Albany NY 12238. The document can also be reviewed on OPRHP’s website at: http://www.nysparks.state.ny.us/inside-our-agency/public-documents.aspx. Comments on the Draft SCORP and DGEIS are requested and will be accepted by the contact persons until February 21, 2014.

    Department of State F-2013-0988 Date of Issuance – January 29, 2014
    The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
    The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
    In F-2013-0988, Riverside Basin Marina, Hammonasset River, Clinton, Middlesex County, CT, is proposing to perform maintenance dredging of approximately 2,895 cy from the existing commercial marina basin. The proposal is for mechanical dredging with un-confined, sequential placement of the material at the Central Long Island Sound Disposal Site (CLIS). The CLIS is an open-water disposal site located within Long Island Sound, approximately 5.6 nautical miles south of East Haven, CT.
    Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 10 days from the date of publication of this notice, or, by Saturday, February 8, 2014.
