    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    The Public Service Commission is considering a Petition from the Town of Williamstown, NY, to waive 16 NYCRR Sections 894.1 through 894.4 pertaining to the franchising process for the Town of Williamstown, NY.
    Statutory authority:
    Public Service Law, section 216(1)
    Subject:
    Waiver of 16 NYCRR Sections 894.1 through 894.4(b)(2).
    Purpose:
    To allow the Town of Williamstown, NY, to waiver certain preliminary franchising procedures to expedite the franchising process.
    Substance of proposed rule:
    The Public Service Commission is considering whether to approve, modify, or reject the Petition of the Town of Williamstown, NY, to waive Sections 894.1, 894.2, 894.3, and 894.4 regarding franchising procedures for the Town of Williamstown, Oswego County, New York.
