    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following action:
    Action taken:
    The commission, on Sept. 19, 2007, adopted, in part, the terms and conditions of a joint proposal filed by Consolidated Edison Company of New York, Inc., Department of Public Service staff, City of New York, Consumer Power Advocates, Direct Energy, New York Energy Consumers Council, Small Customer Marketer Coalition, Pace Energy Project, Association for Energy Affordability, IDT Energy, Inc., and the New York State Energy Research and Development Authority.
    Statutory authority:
    Public Service Law, section 66(12)
    Subject:
    Major rate filing.
    Purpose:
    To increase annual delivery rates over the next three years.
    Substance of final rule:
    The Public Service Commission adopted, in part, the terms and conditions of a joint proposal filed by Consolidated Edison Company of New York, Inc., Department of Public Service Staff, City of New York, Consumer Power Advocates, Direct Energy, New York Energy Consumers Council, Small Customer Marketer Coalition, Pace Energy Project, Association for Energy Affordability, IDT Energy, Inc., and the New York State Energy Research and Development Authority concerning an increase in delivery rate increases, subject to the terms and conditions set forth in the order.

    No changes.
