    NOTICE OF AVAILABILITY OF STATE AND FEDERAL FUNDS

    MUNICIPALITIES WITH STORM-DAMAGED DRINKING WATER, STORM WATER AND WASTEWATER INFRASTRUCTURE IN COUNTIES ELIGIBLE FOR PUBLIC AND/OR PRIVATE ASSISTANCE BY THE FEDERAL EMERGENCY MANAGEMENT AGENCY
    Hurricane Emergency Loan Program - H.E.L.P.
    Applications will be accepted through December 31, 2011 for interest free loans in amounts up to $1,000,000 for critical assessment and repair to damaged drinking water, storm water and wastewater infrastructure. Expenses for repairs to pump stations, electrical equipment, treatment facilities and other critical equipment, temporary emergency services such as vacuum truck hauling, bypass pumping and disinfection and related engineering and other professional services are examples that may be eligible for EFC financial assistance.
    New York State Environmental Facilities Corporation (EFC) has established a Hurricane Emergency Loan Program (HELP), making available up to $25,000,000 in loans, with cooperation from the State Departments of Health and Environmental Conservation, the State Emergency Management Office and the U.S. Environmental Protection Agency. HELP is available to provide financial assistance to municipalities with storm-damaged drinking water, storm water and wastewater infrastructure in counties eligible for public and/or private assistance by the Federal Emergency Management Agency pursuant to Disaster Declarations DR-4020 and DR-4031, as each may be amended and/or supplemented from time to time.
    SPECIFIC TERMS INCLUDE:
    • Applications may be submitted through December 31, 2011
    • EFC will purchase a municipality's Bond Anticipation Note (BAN) with a term of up to 5 years
    • Proceeds will be disbursable weekly in any amount upon submission of paid or unpaid invoices
    • BAN will be prepayable at any time at the option of the municipality with FEMA o or other funds
    • Costs of components eligible under the State Revolving Fund (SRF) programs will be either repaid or refinanced into the SRF within 36 months
