    Substance of proposed rule:
The Power Authority of the State of New York (the “Authority”) proposes to increase the production rates for its Westchester County Governmental Customers. The Authority provides electricity to 103 customers in Westchester County, including the County of Westchester, school districts, housing authorities, cities, towns and villages. Under the proposal, the overall 2017 production rates will increase by 8.81% when compared with the 2016 rates. The increase, which is based on a pro forma Cost-of-Service for 2017, is largely due to expected increases in energy and capacity prices for electricity purchased from the New York Independent System Operator market to serve these customers. The new production rates will become effective with the January 2017 billing period.
