    NOTICE OF AVAILABILITY OF STATE AND FEDERAL FUNDS

    Urban and Community Forestry Program Funds - Round 12
    Urban and community forestry projects throughout neighborhoods and parks to provide environmental, economic, and social benefits; and improved quality of life for New York urban residents.
    Applications for urban forestry projects must be postmarked or delivered to DEC Central Office at 625 Broadway, Albany, NY 12233 by 4:00pm December 5, 2013. At least $825,335 in grants will be available to municipalities, public benefit corporations, public authorities, school districts and not-for-profit organizations that have a public ownership interest in the property or are acting on behalf of a public property owner. Communities may request from $2,500 to $50,000, depending on municipal population. Eligible project categories include tree inventories; management plans (that require no match) ; tree planting; maintenance and invasive pest detection studies (require 50/50 match). $1,000 Quick Start Arbor Day Grants are available with no match requirement to help communities support the beginnings of a tree program by having an Arbor Day celebration. Funds are made available from the Environmental Protection Fund and will be managed and allocated by DEC.
    Grant proposals should discuss the scope of work, how the project will enhance local economies by providing environmental, economic and or social benefits in the community. In selecting sites, appropriate consideration should be given to under-served neighborhoods, as well as targeting areas of environmental concern. Emerald Ash Borer infested communities are encouraged to apply for inventory, tree planting or maintenance grants. Proposals that help to implement watershed protection will also be considered.
    DEC foresters are available to provide applicants with technical assistance. DEC staff will review the completed grant applications. Recipients will be chosen based on the established rating criteria including: cost effectiveness; project budget; projected benefits; use of recommended standards for implementation; community outreach and education; local support and regional impact.     Rural & Urban Community Investment Fund (CIF)
    DESCRIPTION:
    New York State Homes & Community Renewal (HCR) announces the availability of funding under the Rural & Urban Community Investment Fund (CIF), administered by the Housing Trust Fund Corporation (HTFC).
    A Request for Proposals (RFP) for this open window, site-specific project applications (Capital Applications) seeking funding under the Rural and Urban Community Investment Fund Program is expected to be available by September 30, 2013.
    These Applications will be submitted using the Community Development Online (CDOL) Application System, located on HCR’s website at: http://www.nyshcr.org/Apps/CDOnline/. Printable instructions for the CDOL Application Exhibits and Attachments for this funding program will be available once you have successfully registered and logged into the application system.     2013 OPEN WINDOW RURAL AND URBAN COMMUNITY INVESTMENT FUNDS AVAILABLE:
    HCR expects to have up to $5.4 million available for retail, commercial or community facility spaces that are part of a mixed-use affordable housing developments. Sixty (60) percent of these funds will be allocated to projects located in “Urban Areas” of the State with a population of 25,000 or more and 40 percent of funds allocated to projects located in “Rural Areas” of the State with a population of less than 25,000. The maximum amount per project which may be requested is $500,000.
