    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

    NOTICE OF PUBLIC HEARING
    Department of Labor
    The New York State Department of Labor (the Department) will hold a public hearing as detailed below on proposed rulemaking to amend 12 NYCRR Part 190 to add minimum wage increases enacted by the legislature this year and to make those increases effective for farm workers under age 18. These regulations will be adopted pursuant to Labor Law § § 673 and 674.
    The hearing facilities meet the accessibility needs of individuals with disabilities. Persons planning to attend the hearing who are in need of reasonable accommodations such as interpreters, assistive listening devices, large-print or Braille materials, should so inform the Department at least one week prior to the hearing date.
    Those wishing to make oral statements at the hearing are asked to provide to the Department with written statements in advance of the hearing, their name(s) and the name of the organization or group they represent. Oral statements should be limited to five minutes. Speakers should also bring two hard copies of their oral statements to the hearing.

    On October 1, 2006, New York State’s Federal-State Health Reform Partnership (F-SHRP) demonstration was approved by the Federal government under Section 1115 of the Social Security Act. The demonstration was approved for an initial five year period to pursue the following reform initiatives: Rightsizing Acute Care Infrastructure, Reforming Long Term Care, and Improvement in Primary/Ambulatory Care. On April 29, 2011, the government approved an extension of F-SHRP for an additional two and a half years, making the termination date March 31, 2014.
    The Special Terms and Conditions (STCs) of the F-SHRP demonstration detail the State’s obligations to the Centers for Medicare and Medicaid Services (CMS) when a demonstration expires. In accordance with the STCs, the State is preparing a Phase Out Plan to facilitate these obligations.
    This plan gives an explanation of the disposition of the beneficiaries remaining in F-SHRP. Upon the expiration of F-SHRP, Medicaid beneficiaries will remain eligible to receive their services under another New York State demonstration, the Partnership Plan, with no loss of benefits.
    Additionally, there are Designated State Health Programs (DSHPs) currently funded under F-SHRP. These programs facilitated such initiatives as promoting the efficient operation of the state’s health care system and improving the provisions of ambulatory and primary care. The funding for DSHPs will expire, and they will end on March 31, 2014 when F-SHRP expires.

    On July 15, 1997, New York State’s Medicaid demonstration program “The Partnership Plan” was approved by the Federal government under Section 1115 of the Social Security Act. This waiver has been extended and amended to reflect programmatic needs. Under the waiver, the State is required to seek Federal approval of any amendments. New York is seeking approval of an amendment to the waiver to extend Medicaid coverage for recipients in the Exchange who lose Medicaid eligibility after the 15th of the month, until they become eligible for the Advance Premium Tax Credit (APTC). If eligibility for enrollment in APTC is determined after the 15th of the month, there would be a gap in coverage, as Medicaid would close and the recipient would not be able to enroll in APTC until the following month. Therefore, a Medicaid extension is necessary to ensure that there is a seamless transition from Medicaid to APTC. The requested effective date for this amendment is January 1, 2014.

    The Village of Scotia is soliciting proposals from administrative service agencies relating to trust service, administration and/or funding of a Deferred Compensation Plan for the employees of the Village of Scotia. They must meet the requirements of section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto.

    The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
    In F-2013-0721, Wilson Cove Marina, 120 Wilson Avenue, Wilson Cove, Norwalk, CT, is proposing to perform maintenance dredging of the existing Wilson Cove Channel, with subsequent disposal of approximately 9,875 cubic yards of dredged material at the Central Long Island Sound Disposal Site (CLIS) (confined disposal) and/or the Western Long Island Sound Disposal Site (WLIS) (un-confined disposal). The CLIS is an open-water disposal site located within Long Island Sound, approximately 5.6 nautical miles south of East Haven, CT. The WLIS is located within Long Island Sound, approximately 2.8 nautical miles south of Long Neck Point, Noroton, CT.

The WLIS is located within Long Island Sound, approximately 2.8 nautical miles south of Long Neck Point, Noroton, CT.
