    Whitepaper on Implementing Lightened Ratemaking Regulation
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    The Commission is considering a Whitepaper on Implementing Lightened Ratemaking Regulation that proposes policies for regulating participants in competitive markets and standards for making filings that can be reviewed with reduced scrutiny.

    Whitepaper on Implementing Lightened Ratemaking Regulation.
    Purpose:
    Consider Whitepaper on Implementing Lightened Ratemaking Regulation.
    Substance of proposed rule:
    The Public Service Commission (Commission) is considering a Whitepaper on Implementing Lightened Ratemaking Regulation, filed by Department of Public Service Staff on November 4, 2015 in Case 15-M-0365, that proposes policies for regulating participants in competitive markets and standards for making filings that can be reviewed with reduced scrutiny. A comprehensive approach to lightened regulation is proposed that will clarify the application of the Public Service Law to competitive providers and set consistent standards for making the filings required under lightened regulation. The Commission may adopt, reject, or modify, in whole or in part, the relief proposed and may resolve related matters.
