PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering whether to remove the prohibition on National Grid offering rebates for high efficiency gas heating equipment to customers converting from oil in Long Island and New York City.
Statutory authority:
Public Service Law, sections 5(2) and 66(2)
Subject:
A National Grid high efficiency gas heating equipment rebate program.
Purpose:
To expand eligibility to customers converting from oil to natural gas.
Substance of proposed rule:
The Commission’s July 18, 2007 Order in this proceeding authorized gas energy efficiency programs in the Company’s Long Island and New York City service territories, but specified that customers converting from oil to gas would not be eligible for incentives or other benefits under the programs. On October 8, 2008, National Grid filed a petition requesting that the Commission remove this prohibition. Removal of the prohibition could potentially avoid lost opportunities for efficiency savings. As customers converting to gas make decisions to purchase new heating equipment, rebates could cause them to purchase more efficient equipment than they would have purchased in the absence of the rebates.
