    Excelsior Scholars Program for Grade Seven Mathematics and Science Students
    Grant funding in the amount of $5 million is available for grants to public and independent colleges and universities in New York State to support the costs of summer mathematics and science programs for high-performing mathematics and science students who will have completed grade seven in June 2008. These programs must provide advanced coursework in mathematics and science that is aligned to the New York State learning standards. The programs must take place between July 1, 2008 and August 31, 2008 and be at no cost to the students.

    Family Support Services Program
    Applications will be accepted through Friday February 22, 2008 for the following services:
    The Broome DDSO is announcing the availability of $222,000 of new funding to provide support services to families that care at home for a family member with a developmental disability. The Broome DDSO region includes the following counties that will be covered under this RFP:

    Services to be funded: It is recognized that a wide variety of services and supports help families maintain their family members at home. Due to a state wide recognized growing need OMRDD has indicated that at least 25 percent ($55,500) of the total funding in this RFP be used to provide access to family supports either by creating new programs or by enhancing existing programs for services to families in the area of crisis intervention and for individuals with challenging behaviors. Proposals must define the criteria agencies will use to enroll consumers in these programs, and can document who they have served when these funds are spent.
    The remaining 75 percent ($165,500) will also be awarded. This portion may be awarded in the current order of priority as listed below, at the RFP Review Committee's sole discretion. Those proposals that meet underserved and/or unserved needs may receive higher scores. Applicants may review and incorporate one or more of the following needs in each proposal before submitting.
    Respite — All types (after school, before school, evening, weekend, overnight, reimbursement).
    Recreation — Programs that partner between service providers and community organizations. Programs may also meet respite needs for families.
    Inclusion Activities — Programs designed to foster appropriate interactions with the general population.
    Social Relationship Development — Programs designed to help with age appropriate social skills.
    Family Training — Programs that focus on providing families with needed skills and resources to meet the need of disabled family member.
    Advocacy Training/Support — Programs that focus on supporting families as they navigate through State and Federal agencies.
    Family Support — May include counseling, supports for parents, siblings and care givers as well as for individuals with developmental disabilities.
    Family Reimbursement — May include services and goods directly related to consumer needs. (general family needs are not to be included).

    VOLUNTARY NOT-FOR-PROFIT (NFP) PROVIDER AGENCIES PROVIDING SERVICES TO THE MENTALLY RETARDED/DEVELOPMENTALLY DISABLED IN THE FOLLOWING SIX-COUNTY CATCHMENTS AREA: CLINTON/FRANKLIN/ ESSEX/HAMILTON/JEFFERSON AND ST. LAWRENCE COUNTIES
    “Family Support Services” (FSS) Funding
    Total funding available = $136,000.
    The New York State Office of Mental Retardation and Developmental Disabilities (NYSOMRDD) and the Sunmount Developmental Disabilities Service Office (Sunmount DDSO) announces the availability of Family Support Services (FSS) funding. Of the $136,000 allocation, a minimum of $34,000 must be utilized to create new programs or enhance existing programs for services to families in the area of crisis intervention and for individuals with challenging behaviors. Proposals must define the criteria agencies will use to enroll consumers in these programs (indicators such as a child having a 1:1 aide in the classroom due to behavioral issues, whether their DDP2 indicates a high-end behavior score, whether they have a documented history of assaultive or self-injurous behavior, etc). The remaining 75% (102,000) may be awarded based on the two priorities listed below. Proposals for this portion of the RFP must meet one or more of the following priority services:
    (1) Respite Services (including in-home respite, respite reimbursement, after-school programs, before-school programs, respite programs that include recreation, etc).
    (2) Establish new or increase current FSS programs that families have requested from the agency to meet families unmet needs.
    The goal of the OMRDD FSS Program is to assist families to remain intact for as long as they desire and to avoid unnecessary out of home placement. Small and emerging agencies that provide services to the underserved and the unserved are encouraged to submit proposals. Any proposed service must foster independence, integration, individualization and productivity within the community for each person.

    Parents with Psychiatric Disabilities Legal Advocacy (PPDLA) Project
    As the administering agency for the PPDLA, CQCAPD is announcing the availability of two state-funded contracts for the period May 1, 2008 – April 30, 2013 with not-for-profit organizations to provide program services in two regions of New York State.
    Program Summary: New York State Chapter 54 of the Laws of 2007 provides funding to the New State Office of Mental Health (OMH) to provide support to parents with psychiatric disabilities. As required by this law, a portion of the funding available under this law shall be provided to the NYS Commission on Quality of Care and Advocacy for Persons with Disabilities (CQCAPD) to increase legal information and improved quality of legal services for parents with psychiatric disabilities. This request for proposals (RFP) is designed to elicit proposals from eligible bidders to address this important need. CQCAPD wishes to fund two agencies to serve the upstate and downstate regions of New York respectively. The Downstate Region will comprise the counties of Bronx, Kings, New York, Queens, Richmond, Nassau, Suffolk and Westchester; the Upstate Region will consist of all remaining New York State counties. The two contracts, covering the five-year term May1, 2008 through April 30, 2013, will be funded at $150,000 each for the first twelve-month period. There will be no in-kind match requirement. Funding for subsequent twelve-month periods throughout the five-year term will be determined by the availability of program funds.
    Duties of the offices: The selected offices will provide within their regions limited, culturally competent, legal and non-legal advocacy, information and referral, technical assistance and advocacy training and networking for parents with psychiatric disabilities experiencing custody issues. During the contract period, selected offices are expected to work closely with: the New York State Office of Mental Health (OMH) parents with psychiatric disabilities custody project, the CQCAPD protection and advocacy programs-particularly with the Protection and Advocacy for Individuals with Mental Illness (PAIMI) program, the State's mental health advocacy and service agencies to offer technical support and back-up. All duties pursuant to this project will be, to the extent possible, delivered with the primary intent of furthering the availability and accessibility of legal and related advocacy services to meet the needs of parents with psychiatric disabilities. The selected offices will be responsible for providing the following services in their respective catchment areas: limited direct representation; legal back-up to other legal advocacy office, technical assistance including information and referral services; education and training services on a wide range of issues relating to parental right of parents with psychiatric disabilities, including, but not limited to: finding competent legal representation, dealing with stigma and discrimination, handling court expectations and procedures, maintaining parental relationships with children, exploring appropriated alternatives to maintain custodial involvement, and development of rights information for parents, judges, court administrators, lawyers, advocates and the general public.     Requirements: Grantee must be a public or private not-for-profit organization which has provided legal assistance services, independent of any public or private agency that provides treatment and rehabilitation services for any person with a disability and has been in existence for a minimum of 18 months. Grantee must be currently offering information and referral, individual case advocacy, systems advocacy, and serve persons with disabilities. Additionally, the grantee must be willing to serve persons with mental illness regardless of their age, income level type or severity of disabilities, or organizational membership.
    A Request for Proposals (RFP) is expected to be released on December 13, 2007. Due date for receipt of proposals is January 31, 2008. Subcontracting will not be allowed without the express written approval of CQCAPD.
