2011 Hazmat Grant Program
Fiscal Year 2011 HazMat Grant Request for Applications (RFA) is soliciting applications for federal State Homeland Security Program (SHSP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for the State's Hazardous Materials (HazMat) response teams. The three primary objectives of this grant are to promote the development of regional partnerships among the State HazMat community; to build sustainable WMD/HazMat Response and Decontamination capabilities; and to enhance the standing of the State's HazMat teams within FEMA's "typing system".
Due to the regional focus of this specialized grant program, DHSES will not accept applications from individual HazMat teams; rather, two or more teams must apply together for a regional project. Applicants (consisting of two or more teams) must identify one team to be the "submitting partner" for this grant. The other partners involved in a given application will be deemed "participating partners." DHSES will not identify pre-set "regions" for this grant program, so applicants will have the ability to determine their regional construct for the purposes of this grant program.
Applicants (consisting of two or more HazMat Teams) must identify one primary team to be the "submitting partner" for this grant. The other partner(s) involved in a given application will be deemed "participating partners." The "submitting partner" will be the fiduciary agent for the regional application (if the region is a successful applicant under the 2011 HazMat Grant Program), responsible for completing all required grant reporting forms in coordination with and on behalf of their region. The "submitting partner" must be a local publicly funded HazMat team; however, the "participating partner" may be a local HazMat team, a local Decontamination team (A Decontamination team is eligible as long as they partner with an eligible submitting partner to submit an application. A Decontamination team, even if it is the highest level of HazMat response available in a particular county, is not eligible to be a submitting partner under the FY2011 HazMat Grant. ), a fire department that operates as a HazMat team (A volunteer fire department, which provides HazMat response services to a city, town (fire protection district), village or fire district pursuant to contract and functions as a HazMat team, cannot apply directly as a submitting partner under this grant program; rather, if they choose to have a submitting role, the city, town, village or fire district must apply on their behalf as the formal submitting partner (acting as the fiduciary agent). A volunteer fire department identified herein can be a "participating partner" under the FY2011 HazMat Grant Program.), or a private sector entity that has a HazMat team. All participating partners must be located within New York State. "Participating partners" will be responsible for coordinating with the "submitting partner" in the development of an application for the 2011 HazMat Grant Program and the implementation and evaluation of the projects (if the regional partnership receives funding under this grant).
