    New York State Reliability Council's Establishment of an Installed Reserve Margin of 17.0%
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    The Commission is considering whether to adopt, modify, or reject, in whole or in part, an Installed Reserve Margin of 17.0% established by the New York State Reliability Council for the Capability Year beginning May 1, 2015, and ending April 30, 2016.
    Statutory authority:
    Public Service Law, sections 4(1), 5(2), 65(1), 66(1), (2), (4) and (5)
    Subject:
    New York State Reliability Council's establishment of an Installed Reserve Margin of 17.0%.
    Purpose:
    To adopt an Installed Reserve Margin for the Capability Year beginning May 1, 2015, and ending April 30, 2016.
    Substance of proposed rule:
    The Public Service Commission (Commission) is considering whether to adopt, modify, or reject, in whole or in part, an Installed Reserve Margin (IRM) of 17.0% established by the New York State Reliability Council’s Executive Committee on December 5, 2014, for the Capability Year beginning May 1, 2015, and ending April 30, 2016. The IRM is based on the Technical Study Report dated December 5, 2014, and entitled “New York Control Area Installed Capacity Requirement for the Period May 2015 to April 2016,” which was filed with the Commission on December 11, 2014.
