    New York State Water Infrastructure Improvement Act of 2015 – Round 2
    The New York State Environmental Facilities Corporation (EFC) is pleased to announce the availability of Round 2 grant funding through the New York State Water Infrastructure Improvement Act of 2015 (the Act). Through the Act, EFC is authorized to provide grants to assist municipalities in funding infrastructure projects for the protection of water quality and public health (NYS Water Grants program). Projects funded through the NYS Water Grants program are awarded to water quality infrastructure projects for:
    • replacement or repair of infrastructure; or
    • compliance with environmental and public health laws and regulations related to water quality
    $75 million is currently available for grants in Round 2. If additional funds are appropriated in the enacted 2016-17 state budget, additional grant funding will be available for this round.
    EFC will consider and give preference to municipalities that meet EFC’s hardship criteria and projects that result in the greatest water quality improvement or greatest reduction in serious risk to public health. For wastewater projects, priority will also be given to projects that mitigate combined sewer and storm sewer overflows as well as for projects that increase system resiliency to protect wastewater collection and treatment systems from sea level rise and damage from extreme weather.
    Municipalities with sewage treatment works (clean water) projects may be eligible for NYS Water Grants of up to $5 million or 25% of the project cost after discounting other grant funds. Municipalities with drinking water projects may be eligible for NYS Water Grants of up to $2 million or 60% of the total project cost.
    EFC administers the CWSRF and the DWSRF which provide subsidized financial assistance to qualified municipalities. Participation in either the CWSRF or DWSRF programs is not a requirement to receive a NYS Water Grant. EFC, however, encourages municipalities to take advantage of the low cost financial assistance and one-stop convenience of financing a project with both a NYS Water Grant and assistance through the CWSRF or DWSRF programs.
    Eligible Municipal Projects:
    A NYS Water Grant is only available to a municipality, which is defined in the Act as a county, city, town, village, district corporation, county or town improvement district, school district, Indian nation or tribe recognized by the state or the United States with a reservation wholly or partly within the boundaries of New York State, any public benefit corporation or public authority established pursuant to the laws of New York or any agency of the State that is empowered to construct and operate a water quality infrastructure project. (School districts are eligible for NYS Water Grants but are ineligible for CWSRF or DWSRF financial assistance).
    Projects eligible for clean water NYS Water Grants are:
    • Projects that qualify for a reduced interest rate financing (hardship) under the CWSRF program
    • Combined Sewer Overflow (CSO) / Sanitary Sewer Overflow (SSO) Projects
    • Resiliency Projects
    Applicants must identify their intended category by submitting a Category Selection Certification Form, which is Part 1-Section D of the NYS Water Grants Application.
    Projects eligible for drinking water NYS Water Grants are infrastructure improvement projects that are defined as eligible in the DWSRF program.
    Applications:
    NYS Water Grant Application forms and guidance documents are available on EFC’s website at: www.efc.ny.gov/NYSWaterGrants. Application forms are provided in fillable electronic format. It is expected that submission of additional documents supplementing the complete application will be required. You do not need to be listed on the CWSRF or DWSRF Intended Use Plan (IUP) to apply for a NYS Water Grant. For applicants with projects that are currently listed on either IUP, the application process will be abbreviated.

    EFC will host a webinar to present and discuss the NYS Water Grants program on Wednesday, February 24, 2016 at 10:00 a.m. This event will present an overview of the NYS Water Infrastructure Improvement Act, as well as direction on how to apply for NYS Water Grant funds. There will also be an opportunity to ask questions. Log-on instructions for this webinar will be posted on EFC's website at: www.efc.ny.gov/NYSWaterGrants.
