    Investigation of the Electric Power Outages by the Consolidated Edison Company of New York, Inc.
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed action:
    The commission is considering the recommendations contained in a staff report issued in Case 06-E-0894 – proceeding on motion of the commission to investigate the electric power outages in Consolidated Edison Company of New York, Inc.'s Long Island City network (the company). The commission may approve, reject or modify the recommendations made in staff's report and other recommendations that may be developed and/or identified as a result of staff's investigation and may direct the company to implement said recommendations.
    Statutory authority:
    Public Service Law, sections 5, 12, 65(1) and 66(1)
    Subject:
    Staff report issued in Case 06-E-0894 – proceeding on motion of the commission to investigate the electric power outages in the company and other recommendations that may be developed and/or identified as a result of staff's investigation.
    Purpose:
    To consider directing the company to implement the recommendations in staff's report issued in Case 06-E-0894 and other recommendations that may be developed and/or identified as a result of staff's investigation.
    Substance of proposed rule:
    The Commission is considering the recommendations contained in a Staff Report issued in Case 06-E-0894 – Proceeding on Motion of the Commission to Investigate the Electric Power Outages In Consolidated Edison Company of New York, Inc.'s Long Island City Network (the Company). The Commission may approve, reject or modify the recommendations made in Staff's Report and other recommendations that may be developed and/or identified as a result of Staff's investigation and may direct the Company to implement said recommendations. Among the issues to be considered are the necessity of the recommendations and the feasibility of the time frame upon which the Company has to implement the recommendations.
