    LOCAL RESPONSE ENTITIES THAT PROVIDE TARGETED TECHNICAL RESCUE AND URBAN SEARCH AND RESCUE RELATED SERVICES
    Fiscal Year 2011 Technical Rescue & Urban Search and Rescue (USAR) Grant Program
    Fiscal Year 2011 Technical Rescue & Urban Search and Rescue (USAR) Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for local response entities that provide targeted technical rescue and urban search and rescue related services.
    Goal of Technical Rescue & USAR Grant: The development of regional response capabilities is a core objective of this grant. This grant opportunity will ensure that critical homeland security funding addresses prioritized capability development goals and objectives as recognized by State and local stakeholders in the New York State Homeland Security Strategy, specifically, Goal 5: "Enhance Incident Management and Response Capabilities" via Objective 5.19: "Strengthen State and local Rescue Team and Urban Search and Rescue (USAR) capabilities through targeted planning, training, exercise, and equipment acquisition activities." As such, the FY2011 Technical Rescue & USAR Grant has 3 core objectives (outlined below):
    • Objective #1: Advancement of Technical Rescue and USAR Capabilities
    • Objective #2: Development of Regional Response Capabilities
    • Objective #3: Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State
    Eligibility: A municipality (cities, villages, towns, fire districts and counties) is eligible to apply for the FY2011 Technical Rescue & USAR Grant Program on behalf of an emergency response team that provides services to multiple (two or more) jurisdictions in New York State. Two or more municipalities are also eligible to apply jointly for the FY2011 Technical Rescue & USAR Grant Program on behalf of their emergency response teams as long as one municipality is identified as the "submitting partner," who submits the application and has fiduciary responsibility for the grant.
    Regional Focus: The focus of this grant program is the regionalization of technical rescue and USAR related services. Eligible applicants must either be one Team providing services to multiple jurisdictions or two or more Teams providing services to multiple jurisdictions. There are currently gaps in the provision of technical rescue and USAR capabilities in the State of New York. The State has limited homeland security funding; therefore resources must be dedicated to the development of regional capabilities.
    Applications will be accepted from March 1, 2012 through April 26, 2012 through the State's electronic grants management system (E-Grants) for programs to support legally established and recognized local and county based response entities that provide technical rescue and USAR services in New York State.

    NOT-FOR-PROFIT ORGANIZATIONS WITH DEMONSTRATED EXPERTISE IN PROVIDING SERVICES TO ELIGIBLE INDIVIDUALS
    Client Assistance Program (CAP)
    As the administering agency for the CAP program, the Commission on Quality of Care and Advocacy for Persons with Disabilities (CQCAPD) is announcing the availability of federal funding to establish five-year contracts for the period September 1, 2012 - August 31, 2017 with not-for-profit organizations to provide program services throughout New York State.
    Program Summary: Pursuant to funding made available through Title IV, Sec. 112(a) of the Workforce Investment Act, CQCAPD is seeking to establish the following:
    • eight (8) CAP non-legal advocacy offices in New York State's Central, Long Island, Lower Hudson Valley, NYC-Bronx/Manhattan/Richmond, NYC-Kings/Queens, Upper Hudson Valley, Western, and Western/Southern Tier Regions; and,
    • five (5) CAP legal advocacy offices in New York State's Central, Long Island, NYC/Lower Hudson Valley, Upper Hudson Valley, and Western Regions.
    The CAP program is an advocacy services program that assists New Yorkers with disabilities in accessing State-administered vocational rehabilitation services. The program provides services ranging from outreach and training on the availability of rehabilitation and advocacy services, to information and referral, individualized advocacy services and representation at administrative reviews, mediations, fair hearings, and potentially the courts. Access to CAP services is dramatically enhanced when these services are available on a regional basis through CAP contract agencies.
    Requirements: Grantee must be a not-for-profit organization with a successful track record in providing advocacy and related services to individuals with disabilities on a regional basis. Applicants must demonstrate a comprehensive understanding of State-administered vocational rehabilitation service systems-e.g., Adult Career and Continuing Education Services (ACCES-VR); Commission for the Blind and Visually Handicapped (CBVH). Legal advocacy offices must have the ability to provide legal services.
    It is anticipated that 13 contracts will be awarded with a total of approximately $530,800 available during the first one-year contract period of September 1, 2012 - August 31, 2013. Funding amounts for years 2-5 of the five-year term will be subject to the availability of grant monies.
    A Request for Proposals (RFP) is expected to be released on March 14, 2012. For an application and a full description of the required services and counties served by each region, please see CQCAPD's website at www.cqc.ny.gov on the release date.
