    Subject to availability of funding, the NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Proposals (RFP) to solicit applications from local government agencies for the Recovery Act Byrne/JAG Equipment Program. Approximately $500,000 will be available. The RFP is available on the DCJS website at http://www.criminaljustice.state.ny.us/ofpa/newrfp.htm. DCJS will receive applications starting March 15, 2010. Applications must be submitted by noon on April 15, 2010 or prior to the last date of each subsequent month until all funds have been awarded.

    Clean Water State Revolving Fund (CWSRF) for Water Pollution Control Additional Funding Availability; Additional Subsidization; Fund Adjustments; and Amended Annual Project Priority List
    The New York State Environmental Facilities Corporation (EFC) and the Department of Environmental Conservation (DEC) announce that the Federal Fiscal Year (FFY) 2010 Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF) for Water Pollution Control Projects is being amended.
    Amendment No. 1 reflects the policies and procedures for the administration of portions of New York State's FFY 2010 CWSRF appropriation to be used for additional subsidization, and presents the criteria for selection of projects to receive these funds. The amendment also reflects the availability of an additional $15 million in resources from the FFY 2009 IUP and an additional $25 million in capital released from long term investments back to the CWSRF program. These funds will be available to finance projects during the FFY 2010 IUP financing period.
    The amendment will set deadlines for submission of financing applications for projects on the 2010 IUP Annual List. Please see the amendment for details.
    The Draft Amendment No. 1 will be available on the EFC web site at www.nysefc.org (click on "Programs", then "Clean Water State Revolving Fund", then "IUP and Amendments").     NURSING HOMES (RESIDENTIAL HEALTH CARE FACILITIES)
    Evaluation of On-Time Quality Improvement for Long Term Care
    Applications will be accepted through May 7, 2010. The purpose of this grant procurement is the selection of 12-15 nursing homes in New York State to participate as control nursing homes in an evaluation of On-Time Quality Improvement for Long Term Care, a pressure ulcer prevention intervention. Eligible applicants must be Article 28 residential health care facilities. $250,000 is available for this procurement. Nursing homes will be reimbursed for the costs they incur to participate in the evaluation on the basis of their number of participating units.

    Funding for Not-For-Profit Entities and For-Profit Entities Under the Homes for Working Families Program
    DESCRIPTION:
    The Request For Proposals (RFP) for Homes for Working Families Program (HWF) project applications will be available beginning March 17, 2010. Applications for site-specific projects funded under HWF may be submitted using the Community Development Online (CDOL) System. Applicants are responsible for using the proper application for funding. Applications are available on the DHCR web site - www.nysdhcr.gov.
    APPLICATION DEADLINE:
    Applications for HWF will be accepted on a continuous basis until 5:00 PM, Wednesday, December 1, 2010.
    HWF FUNDS AVAILABLE:
    Based on historic levels of appropriation, the Housing Trust Fund Corporation (HTFC) expects to have $7 million in HWF available.
    GENERAL:
    The HTFC reserves the right to award all, a portion of, or none of the HWF program funds based upon funding availability, the feasibility of the applications received, the competitiveness of the applications and the applicant's ability to meet the HTFC criteria for funding.
    Applications are selected for funding based upon an evaluation process which includes completeness, eligibility, competitiveness, feasibility reviews and recommendations as detailed in the RFP/application packet. Selections are also made in compliance with all pertinent statutory requirements and furtherance of the State's housing goals, including but not limited to: preservation of affordable housing; community revitalization; green building technologies and practices; and collaboration with other governmental agencies. Applicants should refer to the RFP to determine eligibility requirements for the program.
    In accordance with Section 312 of Article 15 A of the Executive Law, the HTFC requires contractors and awardees to make affirmative efforts to ensure that New York State certified Minority and Women Owned Business Enterprises have opportunities for meaningful participation on projects awarded funding by the HTFC.
    TECHNICAL ASSISTANCE:
    Meetings for technical assistance may be scheduled through the staff of one of the Regional Offices listed below to provide applicants with an opportunity to discuss a project application. Staff will also be available by phone, email or in person (schedule permitting) to answer applicant questions through the application due date.
