    Change of Address of the Department of State's Principal Offices
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following action:
    Action taken:
    Amendment of sections 80.4(a), 80.7(a), 81.2(b), 81.4(a), 81.8(c), 154.4, 175.17(c)(4), 192.10(b), 200.6(d), 260.2(e), 260.4(c), 261.1, 262.1(b), 263.2(b), 264.2(b), 264.3(b), 428.5, 429.1(a)(3), 600.2(g), 910.3(d), 1220.1(a), 1221.1(a), 1222.1(a), 1223.1(a), 1224.1(a), 1225.1(a), 1226.1(a), 1227.1(a) and 1240.1(a) of Title 19 NYCRR.

    Finding of necessity for emergency rule:
    Preservation of general welfare.
    Specific reasons underlying the finding of necessity:
    The Department of State recently completed the move of its principal offices to One Commerce Plaza, 99 Washington Ave., Albany, NY 12231-0001. It is essential to inform the public of this move so that parties who require personal contact with the department have accurate knowledge of the physical location where the department's principal offices are located.
    Subject:
    Change of address of the Department of State's principal offices.
    Purpose:
    To change the address of the Department of State's principal offices.
    Substance of emergency rule:
    The text of the proposed rule changes pertinent sections of Title 19 NYCRR to reflect a recent relocation of the Department of State's principal offices and makes certain other technical changes. The address of these offices would be changed from 41 State Street, Albany NY 12231 to One Commerce Plaza, 99 Washington Avenue, Albany, NY 12231-0001.
    This notice is intended
    to serve only as a notice of emergency adoption. This agency intends to adopt this emergency rule as a permanent rule and will publish a notice of proposed rule making in the State Register at some future date. The emergency rule will expire June 4, 2008.

    Regulatory Impact Statement
    The Department of State claims an exemption from the requirements of section 202-a of the State Administrative Procedure Act because this rule involves only a technical amendment to various sections of Title 19 NYCRR. The proposed rule would merely change pertinent sections of Title 19 NYCRR to reflect a recent relocation of the Department of State's principal offices and make certain other technical changes. The address of these offices would be changed from 41 State Street, Albany NY 12231 to One Commerce Plaza, 99 Washington Avenue, Albany, NY 12231-0001. It is noted that even if affected parties do not update their records to reflect this change, correspondence addressed to the Department's prior street address will continue to be received because the Department has a unique postal zip code within the City of Albany which does not change.
    Regulatory Flexibility Analysis
    A regulatory flexibility analysis for small businesses and local governments is not required because the proposed rule will have no adverse economic effects on small businesses or local governments. Similarly, the rule would not impose any reporting, recordkeeping, or other compliance requirements on these entities. The proposed rule would merely change pertinent sections of Title 19 NYCRR to reflect a recent relocation of the Department of State's principal offices and make certain other technical changes. The address of these offices would be changed from 41 State Street, Albany NY 12231 to One Commerce Plaza, 99 Washington Avenue, Albany, NY 12231-0001.
