    Rural Volunteer Fire Assistance
    Pursuant to the Agriculture Appropriations Act, Section 7(b)3 of P.L. 95-313 (Cooperative Forestry Assistance Act of 1978), the Department of Environmental Conservation hereby gives notice of the following:
    The Department of Environmental Conservation will administer the Volunteer Fire Assistance matching grant to assist rural fire companies in the purchase of fire suppression equipment. Applications will be accepted through May 15, 2007.
    It is expected that $300,000 in federal funding will be available to award fire companies matching grants for the purchase of wildland fire suppression equipment and wildland fire suppression safety equipment. Grants are based on federal guidelines and are for use in fire districts serving a rural area or a rural community with a population of 10,000 or less.
    Applications are scored on population, the I.S.O. Fire Prevention Insurance rating, the date of the last V.F.A. grant received and the presence of Native American communities in the district.

    Migrant and Seasonal Farmworker (MSFW) Health Program
    The New York State Department of Health is pleased to announce the availability of funds in the amount of $889,600 to provide access to high quality, culturally and linguistically appropriate health and social support services to improve the health status of migrant and seasonal farmworkers (MSFWs) and their families. The primary focus of this initiative is on “true” MSFWs, defined as: individuals who are employed in agriculture on a seasonal basis that establish a temporary residence for the purpose of such employment. The Department is requesting applications from qualified and experienced service providers with recognized ties to the migrant/seasonal farmworker population in New York State. Funding is available to provide for two components or categories of services: Component A — General Adult Services, and Component B — Child Services. Component A seeks to develop and implement a coordinated program that provides health and social support services for MSFWs including screening, diagnosis, and referral for specific conditions, and medical and dental services. Component B seeks to develop and implement a coordinated program that offers comprehensive primary and preventive health services specifically targeted to the minor children (< 18 years) of MSFWs. Applicants may apply to provide either (A or B) or both (A and B) types of services.
    This Request for Applications (RFA) FAU # 0604030230 entitled, “Migrant and Seasonal Farmworker Health Program,” is targeted to county public health agencies, municipalities and not-for-profit agencies and entities. They must be able to demonstrate adequate capacity, competence and planning to serve the targeted MSFW population. Not-for-profit, county health department and municipal applicants eligible to apply under this initiative include: hospitals and diagnostic and treatment centers licensed under Article 28 of the Public Health Law; community health centers, approved under section 330 of the Public Health Services Act; and other community health centers; managed care organizations certified under Article 44 of the Public Health Law; county health departments possessing Article 28 licensure; community-based organizations, consortia and other agencies with a demonstrated history of serving this population; and other agencies certified or licensed under one of the above criteria.
    Funds are targeted toward providers that serve MSFWs who work on farms in mostly rural counties. However, even counties of large cities like Buffalo, Syracuse and Albany have MSFWs that require medical and support services. Providers in all counties outside of New York City boroughs are eligible to apply.

    PRIVATE SECTOR FOR-PROFIT AND NOT-FOR-PROFIT BUSINESSES THAT HAVE FOUR OR MORE EMPLOYEES AND AT LEAST ONE PHYSICAL LOCATION IN NEW YORK STATE
    ADVANCE-NY — Request for Applications (RFA) # 25-M (Revision of March 7, 2007 State Register announcement)
    Applications will be accepted on an ongoing basis for the ADVANCE-NY grant program. This grant provides funds to train incumbent (employed) workers in specific occupational skills needed by the applicant business or the industry in which it operates and that lead to career growth and increased wages for the trainees. Funds may be used to pay for outside vendors or in-house trainers to provide on-site training, off-site training or distance learning. The position targeted for training must exist and be filled at the time that the application is submitted. The applicant must demonstrate that the training will result in the workers' acquisition of transferable occupational skills.
    There is a per-trainee cap of $2,000.00. The proposed training must result in the trainees' receipt of an increase in wages. Awarded businesses will have up to six months after the end date of the contract to provide confirmation of the wage increase. Awards for individual applications may not exceed $50,000.00, subject to funding availability. An applicant may not receive more than $50,000.00 in awards in one year, and there is an ADVANCE-NY program lifetime maximum of $100,000.00 for each organization. Large businesses (those with 100 or more employees in total in New York State) will be awarded 75% of the instruction costs and be required to contribute a 25% cash match toward the instruction costs. This match does not include wages for employees while in training but would be 25% of the actual cost of the instructor.
    Approximately $12 million in statewide funds received under the Workforce Investment Act will be made available for this grant program. Contracts will be awarded for a period of up to six months. Limited no-cost contract extensions of up to three months may be approved under extenuating circumstances and at the discretion of the Department. Awardees will be required to provide reports documenting the outcomes of the project. Contract payment will be on a reimbursable basis. Contractors must promptly submit vouchers for reimbursement of costs that have been incurred and paid in accordance with the approved budget. Any award must be expended on program activities in New York State and the employees to be trained must work in New York State upon completion of the training.
