    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed action:
    The Public Service Commission is considering whether to grant or deny (in whole or in part) a request by Sheldon Energy, LLC (Sheldon) for lightened regulation.
    Statutory authority:
    Public Service Law, sections 4(1), 66(1), 69, 70 and 110
    Subject:
    Sheldon's request for lightened regulation.
    Purpose:
    To consider the request.
    Substance of proposed rule:
    In a petition filed February 16, 2007 Sheldon Energy, LLC (Sheldon) seeks a Certificate of Public Convenience and Necessity to construct and operate a wind-power generating facility and related facilities in the Town of Sheldon, Wyoming County. In connection with this request for licensing, Sheldon requests lightened regulation as an electric corporation.
