    Lightened Regulation by Noble Chateaugay Windpark, LLC
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed action:
    The Public Service Commission is considering whether to grant or deny (in whole or in part) a request by Noble Chateaugay Windpark, LLC (Noble) for lightened regulation.
    Statutory authority:
    Public Service Law, sections 4(1) 66(1), 69, 70 and 110
    Subject:
    Noble's request for lightened regulation.
    Purpose:
    To consider Noble's request for lightened regulation.
    Substance of proposed rule:
    In a petition filed March 1, 2007 Noble Chateaugay Windpark, LLC (Noble) seeks a Certificate of Public Convenience and Necessity to construct and operate a wind-power generating facility and related facilities in the Town of Chateaugay, Franklin County. In connection with this request for licensing, Noble requests lightened regulation as an electric corporation.
