    Federal Highway Safety - Buckle Up New York Program
    The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from state agencies, local governments and non-profit agencies for Buckle Up New York (BUNY) grants under the Federal Highway Safety Program. Grant applications are due on or before May 15, 2012. Applications received after the deadline will not be considered for funding.
    The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying non-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. These grants will provide funding for overtime to participate in the Buckle Up New York Program's seat belt enforcement activities.
    Applications from local governments and non-profit agencies must be endorsed by their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.
    Grants for the upcoming 2013 Federal Fiscal Year will run from October 1, 2012 to September 30, 2013.
    All applications must be submitted through the GTSC's e-Grants system. The e-Grants system is web-based and requires internet access using a browser and Adobe Acrobat. E-Grant applications, instructions and guidelines can be accessed through the GTSC's website, www.Safeny.ny.gov. Grant applications are due on or before May 15, 2012. Applications received after the deadline will not be considered for funding.

The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying non-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. These grants will support funding for child passenger safety activities: fitting stations; training and education; child safety seat check events; and child safety seat distribution programs for low income families.
    Applications from local governments and non-profit agencies must be endorsed by their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.

    The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from state agencies, local governments and non-profit agencies for Selective Traffic Enforcement Program (STEP) grants under the Federal Highway Safety Program. Grant applications are due on or before May 15, 2012. Applications received after the deadline will not be considered for funding.
    The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying non-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. These grants will provide funding for overtime to enforce laws in New York State against identified dangerous driving behaviors.
    Applications from local governments and non-profit agencies must be endorsed by their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.

    Federal Highway Safety - General Highway Safety Program
    The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from state agencies, local governments and non-profit agencies for Federal Highway Safety grants. Grant applications must be received by the GTSC on or before May 15, 2012 to receive first priority. A second round of applications will be considered if federal funds are available; if a region or population or program area is underserved; or if the GTSC participates in a directed safety program with federal or state agencies. Applications are due by September 1, 2012 to be considered in the second round of funding.
    The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying non-profit agencies through a grant award program. Grants are awarded for one-year periods, based on the availability of federal funding and the performance of the grantee. To qualify for funding, a highway safety problem must be documented and quantified; and an innovative solution addressing the problem must be proposed.

    LOCAL RESPONSE ENTITIES THAT PROVIDE TARGETED TECHNICAL RESCUE AND URBAN SEARCH AND RESCUE RELATED SERVICES
    Fiscal Year 2011 Technical Rescue & Urban Search and Rescue (USAR) Grant Program
    Fiscal Year 2011 Technical Rescue & Urban Search and Rescue (USAR) Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for local response entities that provide targeted technical rescue and urban search and rescue related services.
    Goal of Technical Rescue & USAR Grant: The development of regional response capabilities is a core objective of this grant. This grant opportunity will ensure that critical homeland security funding addresses prioritized capability development goals and objectives as recognized by State and local stakeholders in the New York State Homeland Security Strategy, specifically, Goal 5: "Enhance Incident Management and Response Capabilities" via Objective 5.19: "Strengthen State and local Rescue Team and Urban Search and Rescue (USAR) capabilities through targeted planning, training, exercise, and equipment acquisition activities." As such, the FY2011 Technical Rescue & USAR Grant has 3 core objectives (outlined below):
    • Objective #1: Advancement of Technical Rescue and USAR Capabilities
    • Objective #2: Development of Regional Response Capabilities
    • Objective #3: Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State
    Eligibility: A municipality (cities, villages, towns, fire districts and counties) is eligible to apply for the FY2011 Technical Rescue & USAR Grant Program on behalf of an emergency response team that provides services to multiple (two or more) jurisdictions in New York State. Two or more municipalities are also eligible to apply jointly for the FY2011 Technical Rescue & USAR Grant Program on behalf of their emergency response teams as long as one municipality is identified as the "submitting partner," who submits the application and has fiduciary responsibility for the grant.
    Regional Focus: The focus of this grant program is the regionalization of technical rescue and USAR related services. Eligible applicants must either be one Team providing services to multiple jurisdictions or two or more Teams providing services to multiple jurisdictions. There are currently gaps in the provision of technical rescue and USAR capabilities in the State of New York. The State has limited homeland security funding; therefore resources must be dedicated to the development of regional capabilities.
    Applications will be accepted from March 1, 2012 through April 26, 2012 through the State's electronic grants management system (E-Grants) for programs to support legally established and recognized local and county based response entities that provide technical rescue and USAR services in New York State.
