    Aid to Crime Laboratories (2009-2010)
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support the operations and enhancement of New York State’s public forensic laboratories.
    Subject to State appropriation authority, approximately $5 million in funding is available for awards to New York State’s county and city operated forensic laboratories as set forth in New York State Executive Law § 995 (1) and (2) and which are accredited by either the American Society of Crime Laboratory Directors / Laboratory Accreditation Board or the American Board of Forensic Toxicology. Contracts will be awarded for a period of 12 months beginning July 1, 2009 and ending June 30, 2010.

    Video Conferencing Recording Equipment
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications from District Attorney Offices for awards to support the purchase of equipment to conduct video recording of statements to police or prosecutors.
    Subject to State appropriation authority, approximately $.5 million in funding is available for awards to New York State’s county offices of the district attorney in coordination with local law enforcement agencies in the county. Contracts will be awarded for a period of 12 months with starting dates between July 1, 2009 and January 1, 2010.

    Patricia S. Brown Breast Cancer Education Community-Based Demonstration Projects
    The New York State Department of Health and the Health Research Science Board (HRSB) invites eligible Community Based Organizations (CBOs) to submit proposals for planning and assessment of new and innovative breast cancer education programs and materials, in collaboration with researchers from accredited academic institutions, including medical centers, medical schools, teaching hospitals, universities and schools of public health.
    The HRSB is interested in applications that meet the goals to:
    • increase knowledge levels concerning the causation and natural history of breast cancer;
    • develop more effective two-way communication between patients and medical practitioners about breast cancer and patient concerns;
    • produce more effective and sensitive educational practices among medical practitioners;
    • produce medically and scientifically accurate educational programs and materials that can be shown, with evaluation results, to be effective in increasing knowledge and promoting behaviors; and
    • disseminate programs that work to other communities.
    Awards will be supported by the Breast Cancer Research and Education Fund. Approximately $1 million is available to support these awards. The amount of funds awarded will be contingent upon the quality of applications submitted. It is anticipated that this RFA will be issued annually.
    Each grant contract will be funded for up to 24 months. Total direct costs for the two year project period will not exceed $150,000. Facilities and Administrative costs are limited to 20 percent of modified total direct costs.
    ELIGIBLE RECIPIENTS: The applicant must be a not-for-profit 501 (c) (3) CBO in New York State serving one or more New York communities. A CBO offers several services to a community and its governance staff and volunteers are drawn from that community. CBOs providing breast cancer programs often involve breast cancer survivors. While more than one application per CBO will be accepted for review, only one award will be made for any application involving that CBO. Organizations awarded funds must have the ability to monitor funds, maintain individual accounts and fulfill other fiscal management criteria. Subcontracting and collaborating organizations may include public, not-for-profit and for-profit entities. Such entities must be located in New York State.
    The Program Director will have the skills, experience and abilities necessary to carry out the proposed Work Plan.

    INSTITUTIONS AND THEIR INVESTIGATORS
    Collaborations to Accelerate Research Translation (CART), Innovative, Developmental or Exploratory Activities (IDEA), Postdoctoral Fellowship, Mentored Research Scientist Development, and Mentored Clinical Scientist Development Awards
    The New York State Department of Health and the Spinal Cord Injury Research Board (SCIRB) invites eligible applicants to submit proposals for basic, translational and clinical neurological research on topics bearing on its mission. This Request for Applications reflects the SCIRB’s intention to issue awards on an annual basis to provide the opportunity for continued scientific progress. Specifically, the SCIRB desires to:
    • Support the development of spinal cord injury research in New York State;
    • Stimulate the growth of inter-disciplinary and collaborative approaches to spinal cord injury research;
    • Accelerate the pace with which basic (preclinical) findings are translated into clinical benefits for spinal cord-injured persons;
    • Fill fundamental gaps in knowledge that are barriers to scientific advances in SCI research;
    • Develop a diverse research portfolio that complements research funded by SCIRB and other agencies; and
    • Encourage the growth of investigators conducting spinal cord injury research in New York’s biomedical research institutions.
    Projects targeting tissue regeneration, repair, or restoration of function through biomedical and bioengineering research are of strongest interest, as are the under-studied areas of bowel and bladder function.
    Projects will be supported by the Spinal Cord Injury Research Trust Fund, which is financed by surcharges from certain motor vehicle traffic moving violations in New York State. Approximately $ 6 million is available to support these awards. The amount of funds awarded will be contingent upon the quality of applications submitted. In determining final awards, the Department reserves the right to allocate funds between the five funding mechanisms offered within this RFA as it deems appropriate.
    Institutions and their investigators are invited to submit applications for one of the following funding mechanisms:
    1. Collaborations to Achieve Research Translation (CART) Award
    The intent of the CART award is to foster the translation of results from basic (preclinical) research into the next research phase by supporting synergistic inter-disciplinary partnerships. CART awards are expected to contribute to rapid movement of findings to potential therapeutic applications or treatment strategies.
    • Contract term will be up to four years.
    • Annual direct costs are capped at $300,000.
    • Facilities and Administrative costs are capped at 20 percent of modified total direct costs.
    2. Innovative, Developmental or Exploratory Activities (IDEA) Award
    The intent of the IDEA award is to provide initial support for:
    o preliminary testing of novel or high-risk hypotheses
    o applying novel approaches and methods
    o challenging existing paradigms or developing new paradigms
    o considering an existing problem from a new perspective.
    • The SCIRB seeks to fund research projects in which there is a high likelihood that the results will yield the opportunity to apply for future funding from other sources.
    • Contract term will be up to two years.
    • Annual direct costs are capped at $150,000.
    • Facilities and Administrative costs are capped at 20 percent of modified total direct costs.
    3. Postdoctoral Fellowship Award
    The intent of the Postdoctoral Fellowship award is to support the continued training of basic or clinical investigators with exceptional potential for making significant contributions to the cures of SCI and SCI-induced paralysis.
    • Contract term will be up to two years.
    • Each fellow’s stipend shall be based upon the number of years’ experience of the postdoctoral candidate (see Section V.A. Budget – Form 6).
    • Annual direct costs, in excess of stipend amount, are capped at $20,000.
    • Facilities and Administrative costs are capped at 8 percent of modified total direct costs.
    4. Mentored Research Scientist Development Award
    The intent of the Mentored Research Scientist Development award is to support the transition of neuroscientists into SCI research careers in New York State institutions.
    • Contract term will be up to three years.
    • Annual direct costs are capped at $200,000.
    • Facilities and Administrative costs are capped at 8 percent of modified total direct costs.
    5. Mentored Clinical Scientist Development Award
    The intent of the Mentored Clinician Scientist Development awards is to support the transition of clinicians into SCI research careers in New York State institutions.
    • Contract term will be up to three years.
    • Annual direct costs are capped at $200,000.
    • Facilities and Administrative costs are capped at 8 percent of modified total direct costs.
    ELIGIBLE RECIPIENTS: The applicant must be a New York State not-for-profit organization or a governmental organization within New York State. The applicant must also be one of the following: an academic institution; a research organization; a medical center; or an entity with demonstrated capability to conduct grant-funded research. Organizations awarded funds will be expected to monitor funds, maintain individual accounts and fulfill other fiscal management criteria.
    Subcontracting and collaborating organizations may include public, not-for-profit and for-profit entities. Such entities may be located in or outside of New York State.
    The Principal Investigator (PI) will be employed by the applicant institution and have the skills, knowledge, and resources necessary to carry out the proposed Work Plan.
