    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned.     PUBLIC NOTICE
    Department of Health
    The New York State Department of Health (DOH) is required by the provisions of the federal Beaches Environmental Assessment and Coastal Health (BEACH) Act to provide for public review and comment on the Department's beach monitoring and notification plan. The BEACH Act (Section 406(b) of the Clean Water Act) enacted a federal Environmental Protection Agency grant program available to states, such as New York, with coastal recreational waters. Coastal recreational waters include the Great Lakes and marine coastal waters that are designated for swimming, bathing, surfing, or similar water contact activities. The Act is not applicable to inland waters or waters upstream of the mouth of a river or stream having an unimpaired natural connection with the open sea.
    The beach monitoring and public notification plan also includes information on the beach evaluation and classification process, including a list of waters to be monitored and beach ranking. Also included in this plan, is the sampling design and monitoring plan, including sampling location and sampling frequency. Lastly, the plan contains information on procedures for public notification and risk communication, including methods to notify the public of a swimming advisory or beach closure.

    PUBLIC NOTICE
    Department of State F-2011-1033 Date of Issuance - April 11, 2012
    The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
    In F-2011-1033, the applicant (Village of Quogue) has certified that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the New York State Coastal Management Program. The applicant's federal consistency certification and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
    The Village of Quogue proposes to dredge approximately 1.1 million cubic yards of beach compatible sand from offshore borrow areas and place it along 14,325 linear feet of Atlantic Ocean shoreline within the Village of Quogue's jurisdiction and roughly paralleling the Dune Road. The stated purpose of this project is to provide nourishment sand to restore eroded dunes and beach. No alternative actions are proposed at this time. No environmental impact statement has been prepared for either major aspect of the proposed work -- a) offshore sand mining activities and potential impacts at the borrow sites and affecting the littoral system and b) on-shore nourishment activities and potential impacts to the beach ecology and littoral system. Benthic survey data and sediment core data is provided. Economic and recreational benefits to the Village and for beachgoers along the public beaches within the Village of Quogue are anticipated outcomes.
    According to the information provided to the Department of State, a portion of the sand fill will be placed below the mean high water line on lands in the public trust ownership by the State of New York. The on-shore project area extends roughly from the ocean beaches fronting the Quantuck Bay running slightly north and east to the Village limit at the ocean beaches fronting the Shinnecock Bay. The project design consists of three fill areas distinguished as separate reaches (from west to east). The beaches also front the Quogue Canal, Ogden Pond, and Penniman Creek. The easternmost Reach #3 would receive the greatest volume of sand in order to account for natural processes and anticipated sand transport to the west over time. This design should function to extend the long-term effectiveness of the beach nourishment project. The anticipated amount of coastal land to be affected is approximately 113 acres.
    Two (2) proposed offshore borrow areas, together encompassing 600 +/- acres of underwater lands and resources will be mined for the sand resource. Borrow areas are located 3,200 and 5,500 feet directly offshore from the proposed fill areas. These areas comprise lands, waters, and resources in the public domain and within the coastal waters under State jurisdiction. These areas may contain sensitive resources. Physical and ecological benthic disturbances are a direct impact in the short term from conducting the proposed activities. Long-term and/ or cumulative impacts of the proposed actions could potentially result. Such potential impacts have not been studied or quantified.
    Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, close of business on May 11, 2012.     AGENCY: Susquehanna River Basin Commission.
    ACTION: Notice.
    SUMMARY: As part of its regular business meeting held on December 15, 2011, in Wilkes-Barre, Pennsylvania, the Commission convened a public hearing, at which it took the following actions: 1) rescinded approval for three water resources projects; and 2) approved, denied, or tabled the applications of certain water resources projects. The Commission took additional actions at its business meeting as set forth in the Supplementary Information below.
