    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    The Commission is considering a filing by Niagara Mohawk Power Corporation d/b/a/ National Grid to effectuate distribution-level Demand Response programs in compliance with the Commission's December 15, 2014 Order in Case 14-E-0423.
    Statutory authority:
    Public Service Law, sections 65(1), 66(1) and (12)
    Subject:
    Distribution Load Relief (DLR) Program, Peak Shaving Load Relief (PSLR) Program, and Direct Load Control (DLC) Program.
    Purpose:
    To establish DLR, PSLR, and DLC demand response programs, as well as enable recovery of program costs.
    Substance of proposed rule:
    The Commission is considering whether to approve, modify or reject, in whole or in part, a tariff filing by Niagara Mohawk Power Corporation d/b/a/ National Grid in compliance with the Commission’s “Order Instituting Proceeding Regarding Dynamic Load Management and Directing Tariff Filings” in Case No. 14-E-0423 issued December 15, 2014 and notice issued January 2, 2015. The tariff filing establishes three distribution-level demand response programs and a mechanism to recover the associated costs. The tariff leaves do not have an effective date.
