    The New York State Office of Temporary and Disability Assistance (OTDA) is announcing the anticipated release of a Request for Proposals (RFP) for the Emergency Needs for the Homeless Program (ENHP) in May 2008.
    ENHP Program Description:
    The intent of ENHP is to improve the overall system of providing emergency services to homeless individuals and families, and those at risk of becoming homeless by ensuring that these services are targeted and enhanced in order to assist the homeless toward a stable and secure independent future.
    State financial assistance will be made available, pursuant to the enacted State Fiscal Year 2008-2009 Aid to Localities Budget appropriating funding for this program, to organizations in social services districts with a population in excess of 2,000,000. Funds will be made available to support programs that meet the emergency needs of homeless individuals and families, and those at risk of becoming homeless who are eligible for benefits under the State Plan for the Temporary Assistance for Needy Families (TANF) block grant and whose incomes do not exceed 200 percent of the federal poverty level, provided that such services to eligible persons not in receipt of public assistance shall not constitute “assistance” under applicable federal regulations.
    The legislation authorizing this program limits participation to New York City providers with demonstrated experience providing all of the following four services: crisis intervention; eviction prevention; mobile emergency feeding services; and summer youth services. Services funded under this ENHP contract may include, but are not limited to these four services.

    Federal Transit Administration (FTA) Job Access Reverse Commute (JARC) and New Freedoms Program Funding-Non-Urbanized Areas of Upstate NY (less than 50,000 population)
    Applications will be accepted by the New York State Department of Transportation's, Public Transportation Bureau, for Job Access Reverse Commute (JARC) and new Freedom projects in non-urbanized areas of the state with less than 50,000 population.
    JARC services improve access to transportation services to employment sites and employment related activities for welfare recipients and eligible low-income individuals and transport residents of urbanized areas and non-urbanized areas to suburban employment opportunities. Such services may include, but are not limited to: mobility management, extension of current transportation services, and promotion of those services. The New Freedom formula grant program seeks to reduce barriers to transportation services and expand the transportation mobility options available to people with disabilities beyond the requirements of the Americans with Disabilities Act (ADA) of 1990. Expanded service beyond current ADA limitation, projects that fund non-key station improvements and support of mobility management and other mobility supports to improve access to transportation.
    Both funding sources require that services be identified in a locally Developed Coordinated Human Service and Public Transportation Plan and be coordinated with other federally-assisted programs to ensure efficient use of federal funds. The total funds available for these programs is $2,970,524
    To be eligible to apply for JARC and New Freedom funding, applicants must be either a local government authority, non-profit agency registered with the NYS Department of State or an operator of public transportation services. It is anticipated that applications will be released in May 2008 with an application deadline of June 20, 2008.
