    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

    Pursuant to 42 CFR Section 447.205, the Department of Health hereby gives public notice of the following:
    The Department of Health proposes to amend the Title XIX (Medicaid) State Plan for hospital services to comply with recently enacted statutory provisions. The following is proposed:
    Inpatient Hospital Services
    Effective for the periods on and after December 1, 2009, if the Commissioner of Health determines that federal financial participation will not be available for funds to facilitate improvements in operations and finance for non-public general hospitals with a Medicaid percentage of 2007 discharges which is equal to or greater than 17.5%, the methodology for allocation of such funds will be changed. In lieu of a formula based distribution in which an eligible hospital's reduction in Medicaid inpatient revenue as the result of authorized inpatient rate rebasing and adjustments exceeds a percentage as determined by the Commissioner, the Commissioner may alternatively allocate funds proportionally, based on each eligible hospital's relative share of Medicaid inpatient discharges for the year two years prior to the rate year. The funds will continue to be paid as additional adjustments to the inpatient rates for the eligible hospitals.
    As the result of this proposed change in allocation methodology, there is no change in the gross Medicaid expenditures from the previously accounted for expenditures related to this initiative for state fiscal year 2009/2010.
    Copies of the proposed state plan amendments will be on file in each local (county) social services district and available for public review.

    Inpatient Hospital Services
    Effective immediately, case based rates of payment for non-public, not-for-profit general hospitals which have not published an ancillary charges schedule will have their inlier payments increased by an amount equal to the statewide average of cost outlier payments for comparable hospitals or by a methodology that uses a statewide or regional ratio of cost to charges applied to statewide or regional comparable charges for those cases determined by the Commissioner.
    As the result of this proposed change in allocation methodology, the maximum amount of additional Medicaid expenditures for state fiscal year 2009/2010 would be $3.5 million.

    Pursuant to 42 CFR Section 457.65, the Department of Health hereby gives notice of the following:
    The Department of Health proposes to amend the Title XXI (State Child Health Insurance Program) State Plan to reflect State legislation enacted as part of the 2009-10 State Budget. Section 72-a of Part C of Chapter 58 of the Laws of 2009 includes an increase in Child Health Plus family premium contributions for households between 251 and 400 percent of the federal poverty level.
    Effective July 1, 2009, children in households with income between 251 and 300 percent of the federal poverty level will pay $30 per child per month with a family maximum of $90 per month, children in households with income between 301 and 350 percent of the federal poverty level will pay $45 per child per month with a family maximum of $135 per month and children in households with income between 351 and 400 percent of the federal poverty level will pay $60 per child per month with a family maximum of $180 per month. The family premium contributions for children with household income at or below 250 percent of the federal poverty level remain unchanged.
    The fiscal impact is estimated to be a State savings of $7.7 million dollars.
