    Aid to Crime Laboratories (2008-2009)
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support the operations and enhancement of New York State's public forensic laboratories.
    Subject to State appropriation authority, approximately $4 million in funding is available for awards to New York State's county and city operated forensic laboratories as defined in New York State Executive Law § 995(1) and (2). Contracts will be awarded for a period of up to 12 months beginning as early as July 1, 2008 and ending June 30, 2009.

    Enhanced Defense Services (2008-2009)
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support the delivery of defense services to defendants with special needs or defendants whose cases have been assigned to a specialized court part.
    Subject to State appropriation authority, approximately $1.5 million in Federal Byrne Justice Assistance Grant (JAG) funds is available for awards to the following criminal defense agencies currently receiving JAG funds: The Legal Aid Society of the City of New York and currently JAG-funded criminal defense agencies in Erie, Monroe, Nassau, Onondaga and Suffolk counties. Awards will be for a 12-month period with start dates between March 1, 2008 and October 1, 2008.

    NYC Enhanced Prosecution Services (2008-2009)
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support new or continuation projects designed to combat identity theft, violent crime, gangs, and the trafficking of illegal guns and drugs, as well as enhance offender reentry strategies and community prosecution programs.
    Subject to State appropriation authority, approximately $2.4 million in Federal Byrne Justice Assistance Grant (JAG) funds is available for awards to the five New York City district attorneys' offices and the New York City Office of the Special Narcotics Prosecutor. Awards will be for a 12-month period with start dates between April 1, 2008 and October 1, 2008.

    Operation IMPACT (2008-2009)
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support Operation IMPACT for the period July 1, 2008 through June 30, 2009 in the 17 New York State counties outside of New York City with the highest 3-year average Uniform Crime Report (UCR) Part I violent and property crime. Subject to State appropriation authority, approximately $16.6 million is available for awards.
    IMPACT partnerships within the following 17 New York State counties are eligible to apply: Albany, Broome, Chautauqua, Dutchess, Erie, Monroe, Nassau, Niagara, Oneida, Onondaga, Orange, Rensselaer, Rockland, Schenectady, Suffolk, Ulster and Westchester.

    PUBLIC SCHOOL DISTRICTS WITH APPROVED COMPREHENSIVE PLANS UNDER COMMISSIONER'S REGULATIONS PART 154 FOR MIDDLE AND/OR HIGH SCHOOLS
    Bilingual Education/English as a Second Language Supplementary Intervention Grant
    Competitive grant funds totaling $450,000 are available to public school districts with approved Comprehensive Plans under Commissioner's Regulations Part 154 to support Bilingual/English as a Second Language (ESL) Supplementary Intervention Programs in middle schools and/or high schools.
    The programs must take place outside of the regular school hours in middle and or high schools and prepare Limited English Proficient/English Language Learners to pass the examinations required for promotion and graduation. The program should also have a parent involvement and staff development component.

    PUBLIC SCHOOL DISTRICTS AND BOARDS OF COOPERATIVE EDUCATIONAL SERVICES (BOCES)
    Child Abduction Prevention Education Program
    Grant funds totaling $1 million are available to help schools districts and BOCES meet the statutory requirement to provide instruction in the prevention of abduction for all students in kindergarten through eighth grades. Grants can not exceed $10,000 per applicant. Grantees may use funds to develop or adopt a curriculum and/or implement an instructional program to help prevent child abduction.

    Hazard Mitigation Grant Program (HMGP)
    The State Emergency Management Office (SEMO) Mitigation Branch is requesting Letters of Intent (LOI) from eligible applicants throughout New York State, to be followed by a detailed project application for FEMA-1710 DR-NY Hazard Mitigation Grant Program (HMGP). Please note that this funding opportunity is available statewide to eligible applicants who have a FEMA-approved All Hazards Mitigation Plan, however, priority will be given to eligible applicants within the declared counties.
    The funds will be used to support eligible Mitigation measures that include construction activities that will result in protection from future hazards; retrofitting of facilities; property acquisition or relocation; an all hazards mitigation plan; and other types of projects that will result in protection to public or private property. The LOI will be accepted through May 9, 2008 and must be submitted by State and local governments; private non-profit organizations or institutions that own or operate a private non-profit facility; or Indian tribes. This one-page preliminary application allows for quick submission and determination of a project's potential eligibility.     Local Waterfront Revitalization Program Grants
    The Department of State is soliciting applications from local governments for matching grants available under Title 11 of the Environmental Protection Fund (EPF) for local waterfront revitalization projects. Grant applications will be accepted until 4:00 pm on June 30, 2008 for the following purposes:
    • Visioning and development of local or regional revitalization strategies
    • Completing or implementing a Local or Regional Waterfront Revitalization Program
    • Preparing or implementing a local or regional waterbody management plan
    • Downtown and hamlet revitalization
    • Urban waterfront redevelopment
    • Creating a blueway trail
    • Adapting to climate change
    • Interpreting Waterfront Resources — New York State Coastal Resources Interpretive Program
    Eligible applicants include municipalities (cities, towns, and villages) and counties located within the State Coastal Area or along a major inland waterway designated pursuant to Executive Law, Article 42.
    Grants will be available for up to 50% of the total eligible project costs set forth in the application and as approved by the Department.

    NOT-FOR-PROFIT CORPORATIONS AND THEIR SUBSIDIARIES, CHARITABLE ORGANIZATIONS, MUNICIPALITIES AND PUBLIC CORPORATIONS
    Homeless Housing and Assistance Program
    Applications will be accepted from not-for-profit corporations and their subsidiaries, charitable organizations, municipalities and public corporations. Applications may be submitted by a single organization, by organizations working jointly as co-applicants, or by a single organization working in cooperation with a supporting organization.
    The Homeless Housing and Assistance Corporation (HHAC) and the New York State Office of Temporary and Disability Assistance recently announced the issuance of the SFY 2008-09 Request for Proposals (RFP) for the Homeless Housing and Assistance Program (HHAP). Under HHAP, the HHAC is authorized to provide grants and loans for acquisition, construction and rehabilitation in order to expand the supply of housing for low income persons who are, or would otherwise be, homeless. A homeless person is defined as an undomiciled person (whether alone or as a member of a family) who is unable to secure permanent and stable housing without special assistance, as determined by the Commissioner of OTDA. The HHAP appropriation for State Fiscal Year 2008-2009 is $36.5 million, of which $5 million may be reserved for the development of projects serving homeless persons with HIV/AIDS.
    Applications will be accepted through July 14, 2008 for funding under the Homeless Housing and Assistance Program. Funding is available to bidders statewide. Awards will be based upon a combination of demonstrated need, organizational capacity and experience, cost effectiveness and other criteria outlined in the RFP.
