PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering policies that may impact consumer acceptance and use of electric vehicles.
Statutory authority:
Public Service Law, sections 5(1)(b), 64, 65 and 66
Subject:
To consider policies that may impact consumer acceptance and use of electric vehicles.
Purpose:
To consider and further develop policies that may impact consumer acceptance and use of electric vehicles.
Substance of proposed rule:
The Secretary to the Public Service Commission issued a “Notice of New Proceeding and Seeking Comments” (Notice) in Case 13-E-0199 regarding Commission policies that may impact consumer acceptance and use of electric vehicles. The Notice provides information related to electric vehicles in New York State, including an explanation of a possible Commission determination of whether it has jurisdiction over publicly available electric vehicle charging stations. Further, the Notice seeks comments from interested parties regarding the impact of a determination on jurisdiction and other policies on consumer acceptance and use of electric vehicles. The Commission is considering whether to revise existing policies and/or implement new policies that may impact consumer acceptance and use of electric vehicles. The Commission may also address related matters.
