Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

NOTICE OF PUBLIC HEARING
Homes and Community Renewal New York State Annual Action Plan
To administer federal funds for the Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) programs, New York State must prepare an Annual Action Plan (AAP). New York State's next AAP will describe the State's anticipated use of federal CDBG, HOME, ESG, and HOPWA funds in 2013 to address affordable housing and community development needs identified in its Consolidated Plan for 2011-2015. This AAP will also describe the State's methods for distributing these funds to local grantees.
Interested individuals and organizations are encouraged to participate in the development of New York State's 2013 AAP by submitting written comments to: NYS HCR, Attention: Nancy Moreland, 38-40 State Street, Albany, NY 12207, or HCRConPln@nyshcr.org. All written comments must be received by June 15, 2012.
The public is encouraged to offer oral comments at public hearings on June 4 and June 5, 2012. On June 4, the first public hearing will be held from 12 noon until 1:00 pm and the second from 2:30 pm until 3:30 pm. On June 5, the first public hearing will be held from 10:00 am until 11:00 am and the second from 2:30 pm until 3:30 pm. At these dates and times, hearings will be held concurrently at the following four New York State Homes and Community Renewal offices: 25 Beaver Street in New York City; 38-40 State Street in Albany; 620 Erie Boulevard West in Syracuse; and 535 Washington Street in Buffalo. Each site is accessible to individuals with mobility impairments. Individuals requiring other accommodations should call 1-866-ASK-DHCR (275-3427) by May 25, 2012. Department of Health
Section 1198 of the New York State Vehicle and Traffic Law authorizes me as Commissioner of Health to approve ignition interlock devices for installation in the vehicles of persons required or otherwise ordered by a court, as a condition of probation, to install and operate such devices in any vehicle that he or she owns or operates. Ignition interlock devices must meet or exceed minimum performance specifications established by the Department of Health, as set forth in Sections 59.10, 59.11 and 59.12 of 10 NYCRR.
This is to certify that the SSI 20/30 Ingition Interlock, manufactured by Smart Start, Inc., has met device performance specifications and is in compliance with all requirements of 10 NYCRR Part 59.
This certification is effective May 1, 2012, and notice thereof will be published in the New York State Register.

Department of State F-2012-0391 Date of Issuance – May 23, 2012
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
In F-2012-0391, Darien Boat Club, is proposing to perform maintenance dredging of the existing marina located at 135 Pear Tree Point Road, Darien, Fairfield County, Connecticut, with subsequent un-confined disposal of approximately 19,500 cubic yards of dredged material at the Western Long Island Sound Open Water Disposal Site (WLIS). The WLIS is located within Long Island Sound, approximately 2.8 nautical miles south of Long Neck Point, Noroton, CT and approximately 2.6 nautical miles north of Lloyd Neck, Town of Huntington, Suffolk County, NY.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or, by June 7, 2012.

Commission Meeting
SUMMARY: The Susquehanna River Basin Commission will hold its regular business meeting on June 7, 2012, in Binghamton, New York. Details concerning the matters to be addressed at the business meeting are contained in the Supplementary Information section of this notice.

Opportunity to Appear and Comment:

SUPPLEMENTARY INFORMATION: The business meeting will include actions on the following items: (1) election of officers for FY-2013; (2) update on the Low Flow Protection Policy; (3) the proposed Water Resources Program; (4) amendment to its Records Processing Fee Schedule; (5) amendments to its Regulatory Program Fee Schedule; (6) authorization to refinance the Curwensville Water Storage Project; (7) adoption of a FY-2014 budget; (8) amendment of the Comprehensive Plan for the Water Resources of the Susquehanna River Basin; (9) a request for administrative appeal from Anadarko E&P Company LP - Well PW-11 (Council Run) - Pending No. 2011-021; and (10) Regulatory Program projects. Department of Taxation and Finance Interest Rates
The Commissioner of Taxation and Finance hereby sets the interest rates for the months of July, August, September, 2012 pursuant to sections 697(j) and 1096(e) of the Tax Law, as follows:
For purposes of section 697(j) the overpayment rate of interest is set at 2 percent per annum, and the underpayment rate of interest is set at 7-1/2 percent per annum. For purposes of section 1096(e), the overpayment rate of interest is set at 2 percent per annum, and the underpayment rate of interest is set at 7.5 percent per annum. (The underpayment rates set pursuant to sections 697(j) and 1096(e) may not be less than 7-1/2 percent per annum.) Pursuant to section 1145(a)(1) of the Tax Law, the underpayment rate for State and local sales and use taxes administered by the Commissioner of Taxation and Finance is 14-1/2 percent per annum. The underpayment rate for the special assessments on hazardous waste imposed by section 27-0923 of the Environmental Conservation Law is 15 percent.
For the interest rates applicable to overpayments (refunds) and underpayments (late payments and assessments) of the following taxes administered by the Commissioner of Taxation and Finance for the period July 1, 2012 through September 30, 2012, see the table below:
* The Tax Law requires the interest rate on sales tax assessments or late payments to be set at 14-1/2% for this quarter. However, if the Commissioner determines that the failure to pay or the delay in payment is due to reasonable cause and not willful neglect, the Commissioner may impose interest at the corporation tax late payment and assessment rate. That rate is 7.5% for this quarter.
** There are a number of state and local governmental bodies that have interest rates tied to the overpayment and underpayment rates contained in either section 697(j) (Income Tax) or section 1096(e) (Corporation Tax) of the Tax Law. For purposes of section 697(j) and section 1096(e) of the Tax Law, the overpayment rate for this period is 2%. For purposes of section 697(j) of the Tax Law, the underpayment rate for this period is 7.5%. For purposes of section 1096(e) of the Tax Law, the underpayment rate for this period is also 7.5%.
