New York State Water Infrastructure Improvement Act of 2015 – Round 2
On February 17, 2016, the New York State Environmental Facilities Corporation (EFC) announced the availability of $75 million in NYS Water Grant funding for Round 2. The enacted 2016-17 State Budget provided an additional $100 million in support of the NYS Water Grants program for this state fiscal year, resulting in a total of $175 million available to communities in Round 2.
With the infusion of these additional infrastructure funds, EFC is pleased to announce that it has broadened eligibility for Round 2 of the NYS Water Grants program to all sewage treatment works projects, as authorized under the Wastewater Infrastructure Improvement Act of 2015 (Act). In addition, the maximum grant amount for drinking water projects has been increased from $2 million to $3 million or 60% of eligible projects costs, whichever is less. To accommodate this expansion, the application deadline for Round 2 has been extended from April 15, 2016 to June 20, 2016.
Pursuant to the Act, EFC is authorized to provide grants to assist municipalities in funding infrastructure projects for the protection of water quality and public health. NYS Water Grants will be awarded to water quality infrastructure projects for replacement or repair of infrastructure or for compliance with environmental and public health laws and regulations related to water quality. Consistent with the Act, EFC will consider and give preference to, among other factors, those municipalities and projects that will result in the greatest water quality improvement or greatest reduction in serious risk to public health.
Clean water projects may be eligible for a NYS Water Grant of up to the lesser of $5 million or 25% of the total eligible project cost after discounting other grant funds awarded for the project. Drinking water projects may be eligible for a NYS Water Grant of up to the lesser of $3 million or 60% of the total eligible project cost.
EFC administers the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF) which provide subsidized financial assistance to qualified municipalities to undertake eligible water infrastructure projects. You do not need to be listed on the CWSRF or DWSRF Intended Use Plan (IUP) to apply for a NYS Water Grant. For applicants whose projects are currently listed on either IUP, the application process is abbreviated. In addition, you do not need to obtain financial assistance from the CWSRF or DWSRF program to receive a NYS Water Grant. EFC, however, encourages municipalities to take advantage of the low cost financial assistance and one-stop convenience of financing your project with both a NYS Water Grant and CWSRF or DWSRF financing.
A NYS Water Grant is available only to a municipality, which is defined in the Act as a county, city, town, village, district corporation, county or town improvement district, school district, Indian nation or tribe recognized by the state or the United States with a reservation wholly or partly within the boundaries of New York State, any public benefit corporation or public authority established pursuant to the laws of New York or any agency of the State that is empowered to construct and operate a water quality infrastructure project. (School districts are not eligible for CWSRF financial assistance).
DEADLINE for Applications: Applications must be submitted by 5:00 p.m., Monday, June 20, 2016 to: NYSWaterGrants@efc.ny.gov.Applications are available at www.efc.ny.gov/NYSWaterGrants. It is expected that submission of additional documents supplementing the complete application will be required.

This event will provide an overview of the Act, as well as direction on how to apply for NYS Water Grant funds. There will also be an opportunity to ask questions.
