    The New York State Office of Children and Family Services (OCFS) invites the bidding public to search the OCFS On-Line Bidder's List (OBL), at the address indicated below for upcoming bidding opportunities.     Local Reentry Task Forces and Enhanced Services Program (2009 – 2010)
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards for two purposes: 1) to support the establishment or continuation of local reentry task forces to coordinate and strengthen the community's reentry process and better align it with evidence-based practices and 2) to provide support or continued support for contracted services to reentry clients that contribute to effective risk management by addressing, first and foremost, their criminogenic needs as well as their stabilization and survival needs (e.g. housing and public benefits) as appropriate.
    Subject to State appropriation authority, approximately $5 million in State local assistance funds is available for awards to: Albany, Broome, Chautauqua, Dutchess, Erie, Monroe, Nassau, Niagara, Oneida, Onondaga, Orange, Rensselaer, Rockland, Schenectady, Suffolk, Ulster, and Westchester counties; the New York City Office of the Criminal Justice Coordinator, and the Kings County District Attorney's Office. Grant award agreements will be for a twelve month period with start dates between July 1, 2009 and October 1, 2009.
    Applications received on or before 12:00 noon (EST), June 17, 2009 via DCJS' on-line Grants Management System (GMS) will be accepted.

    PROGRAMS TO SUPPORT LOCAL, COUNTY AND TRIBAL LAW ENFORCEMENT AGENCIES
    Fiscal Year 2009 Explosive Detection Canine Team Grant Program
    Fiscal Year 2009 Explosive Detection Canine Team Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program funding made available by the NYS Office of Homeland Security (OHS) to develop explosive detection canine team capabilities. The three primary objectives of this grant are: 1) The advancement of explosive detection canine team capabilities; 2) The certification of explosive detection canine teams and compliance with annual re-certification requirements; and, 3) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities.
    Applications will be accepted from June 1, 2009 through July 15, 2009 through the State's electronic grants management system (E-Grants) for programs to support local, county and Tribal law enforcement agencies, with an active road patrol component of their law enforcement operations.

    PROGRAMS TO SUPPORT COUNTIES THROUGH THE EMERGENCY MANAGEMENT OFFICES
    Fiscal Year 2009 Companion Animal Sheltering Equipment Grant Program
    Fiscal Year 2009 Companion Animal Sheltering Equipment Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) to develop regional capabilities to provide temporary emergency sheltering for pets and companion animals during emergencies and disasters.
    Applications will be accepted from June 1, 2009 through July 15, 2009 through the State's electronic grants management system (E-Grants) for programs to support counties through the emergency management offices. Additionally, because of the regional focus of this specialized grant program, OHS will NOT accept applications from individual counties; rather, two or more counties must apply together for a regional project. OHS will not identify pre-set "regions" for this grant program; instead, applicants will have the ability to determine their regional construct for the purposes of this grant program.

    PROGRAMS TO SUPPORT LEGALLY ESTABLISHED AND RECOGNIZED LOCAL AND COUNTY BASED RESPONSE ENTITIES THAT PROVIDE TECHNICAL RESCUE
    Fiscal Year 2009 Technical Rescue Grant Program
    Fiscal Year 2009 Technical Rescue Grant Program seeks applications up to $100,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. The three primary objectives of this grant are: the advancement of targeted technical rescue and USAR capabilities; to promote the development of regional partnerships among local entities that provide technical rescue (USAR) services; and to enhance the standing of the State's technical rescue (USAR) entities in accordance with the US Department of Homeland Security Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable, and NFPA 1670 - Standard on Operations and Training for Technical Search and Rescue Incidents for those capabilities not addressed within the NIMS Resource Typing System.
    Applications will be accepted from June 1, 2009 through July 15, 2009 through the State's electronic grants management system (E-Grants) for programs to support legally established and recognized local and county based response entities that provide technical rescue and USAR services in New York State.

    COMMUNITY BASED ORGANIZATIONS (CBO) WHICH ARE NEW YORK STATE PRIVATE NOT-FOR-PROFIT ORGANIZATIONS
    FFY 2009 Community Services Block Grant Discretionary Grant Program: Request for Applications
    The purpose of this RFA process is to distribute FFY2009 CSBG Discretionary funds statewide, in a manner that will effectively target the four priority areas described below; will generate clear outcomes resulting in a positive change in the lives of individuals and families; and, will demonstrate that this model has the capacity to produce outcomes in a cost-effective and accountable manner.
    Eligible Applicants / Activities
    Community Based Organizations (CBO), which are New York State private, not-for-profit organizations (501(c)(3)) are eligible to apply. All applicants must also meet the following requirements: 1) have been in existence as a CBO for at least five continuous years; 2) meet NYS Vendor Responsibility criteria (see attached); 3) Currently provide services in at least one of the four Priority Areas listed herein; 4) have a board of directors that allows for maximum feasible participation of the poor, either through tripartite composition (for CAAs) or more than 50% of the members reside in the project area(for CBOs); and, 5) have a valid NYS Charities Bureau number and registration status is current and acceptable. Applicants will be required to demonstrate that their use of funds will address one or more of Community Services Block Grant (CSBG) National Performance Indicators (NPI) and will result in clear and self-evident positive outcomes in the lives of low-income individuals and families.
    Proposed eligible activities must consist of strategies to produce outcomes addressing one or more of the attached CSBG National Performance Indicators in at least one of the following Priority Areas:
    1. Early Childhood Development - Services and activities targeted to children 0 – 5 years of age to enhance educational, social, and physical development. (Note: Head Start program activities are not eligible.)
    2. At-Risk Youth - Services and activities directed toward youth 12 - 19 years of age to encourage positive behavior and increase opportunities for success.
    3. Healthy Families - Services and activities that promote healthy lifestyles that will improve family skills.
    4. Workforce Development - Services and activities for youths and adults designed to increase skills, knowledge, and opportunities for employment.
    All customers to be served by funded projects must have an income at or below 200% of the poverty guidelines. Funds may not be used to supplant other federally funded programs or activities.
    Deadline for submission of applications is July 1, 2009.
