    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following action:

    Addition of Part 4247 to Title 21 NYCRR.

    Urban Development Corporation Act, section 5(4); L. 1968, ch. 174; L. 2008, ch. 57, part QQ, section 16-q
    Subject:
    The Upstate Regional Blueprint Fund Program.

    To set forth the available assistance, evaluation criteria, application and project process.
