    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:

    Deferred Compensation Board
    Pursuant to the provisions of 9 NYCRR, Section 9003.2 authorized by Section 5 of the State Finance Law, the New York State Deferred Compensation Board, beginning June 22, 2016 is soliciting proposals from Financial Organizations to provide Active Emerging Markets Equity management services. The fund will represent one of the investment options under the Deferred Compensation Plan for Employees of the State of New York and Other Participating Public Jurisdictions, a plan meeting the requirements of Section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto.
    A copy of the request for proposal may be obtained from Millie Viqueira and Thomas Shingler of Callan Associates (viqueira@callan.com and shingler@callan.com) and will be posted on Callan’s website (www.callan.com).
    All proposals must be received no later than the close of business on July 29, 2016.
    The Board is seeking proposals from financial organizations to provide Active Emerging Markets Equity Management services as detailed below. The existing manager is invited to rebid.
    - Active Emerging Markets Equity, benchmarked to the MSCI EM Index.
    The process is open to evaluating mutual funds, CIT’s, or other daily valued pooled vehicles, but not to separate accounts.

    Department of Health
    Pursuant to 42 CFR Section 447.205, the Department of Health hereby gives public notice of the following:
    The Department of Health proposes to amend the Title XIX (Medicaid) State Plan for non-institutional services to revise provisions of the Ambulatory Patient Group (APG) reimbursement methodology on or after July 1, 2016. The following changes are proposed:
    The Ambulatory Patient Group (APG) reimbursement methodology is revised to include recalculated weight and component updates that will become effective on or after July 1, 2016. The estimated annual net aggregate increase in gross Medicaid expenditures attributable to this initiative contained in the budget for state fiscal year 2016/2017 is $67,100.
    The public is invited to review and comment on this proposed State Plan Amendment. Copies of which will be available for public review on the Department’s website at http://www.health.ny.gov/regulations/state_plans/status.

    Department of State F-2016-0112 Date of Issuance – June 22, 2016
    The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
    The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue, in Albany, New York.
    In F-2016-0112, the Town of North Hempstead, is proposing the construction of a shoreline trail from the Town Dock to Manor Haven Park, within the Town of North Hempstead, Nassau County. The project will also include seating, lighting, signage, shoreline restoration and bulkhead rehabilitation. The proposed Bay Walk Trail is part of continuing waterfront reclamation and follows the successful completion of the Village of Port Washington North’s Bay Walk Park and Walkway. It is the intention of the Town to continue the design of the current Bay Walk Park southward from Mill Pond Park to the Town Dock. The stated purpose of the proposed action is to link together recreational opportunities that are currently in place or under development along the route, and lead to increased opportunities for public access along Manhasset Bay.

    In F-2016-0286, Van Line Bunkering, Inc., is proposing installing a new anchored steel sheet pile bulkhead offshore of the existing timber cribwall bulkhead/wharf as a means for stabilizing and protecting the shoreline at the Court Street Marine Terminal, in the Town of Brooklyn, Kings County. The proposed solution requires a bulkhead comprising steel sheet piles with steel H-pile frame located on the interior side of the proposed sheet piles. The bulkhead terminates and transitions into the existing shoreline at its east end using an approximately 34-ft length of armor stone revetment. As measured from the Spring Mean High Water line (SMHW) the total estimated volumetric displacement of US Coastal Waters is estimated to be approximately 3,233 cy, and the total area of surface coverage will be approximately 9,498 sf. The estimations are conservative in that they do not deduct the areas and volumes of the existing structure remnants as a credit. The stated purpose of the proposed action is that approximately 321-ft length of existing timber cribwall bulkhead/wharf is in a progressive state of failure, exhibiting substantially deteriorated timber members, missing elements, and lateral compromised with significant concerns regarding its stability, particularly since there exists a warehouse building located immediately upland of the bulkhead. A collapse of the bulkhead would result in an uncontrolled release of fill into Gowanus Canal and potentially undermine the foundation elements of the building.
