    The New York State Office of Children and Family Services (OCFS) invites the bidding public to search the OCFS On-Line Bidder's List (OBL), at the address indicated below for upcoming bidding opportunities. It is anticipated beginning with the May 27th publication of the New York State Register, and continuing for several months, the bidding opportunities may include but are not limited to the following program areas:
    Child Family/Citizens Review Panel Community Reinvestment Commission for the Blind and Visually Handicapped Kinship/Care Taker Review Settlement Houses Special Delinquency Prevention Program
    The OCFS OBL is maintained electronically and can be found at https://ocfs.state.ny.us/obl/. If you wish to receive announcements of these and future OCFS procurement opportunities and be able to download solicitation documents, you must register on the OBL. If you choose to register, you will be prompted to provide certain demographic information about yourself and the organization or government agency you represent along with indentifying the service categories in which you are interested.

    PROGRAMS TO SUPPORT LOCAL, COUNTY AND TRIBAL LAW ENFORCEMENT AGENCIES
    Fiscal Year 2009 Explosive Detection Canine Team Grant Program
    Fiscal Year 2009 Explosive Detection Canine Team Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program funding made available by the NYS Office of Homeland Security (OHS) to develop explosive detection canine team capabilities. The three primary objectives of this grant are: 1) The advancement of explosive detection canine team capabilities; 2) The certification of explosive detection canine teams and compliance with annual re-certification requirements; and, 3) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities.
    Applications will be accepted from June 1, 2009 through July 15, 2009 through the State's electronic grants management system (E-Grants) for programs to support local, county and Tribal law enforcement agencies, with an active road patrol component of their law enforcement operations.

    PROGRAMS TO SUPPORT COUNTIES THROUGH THE EMERGENCY MANAGEMENT OFFICES
    Fiscal Year 2009 Companion Animal Sheltering Equipment Grant
    Fiscal Year 2009 Companion Animal Sheltering Equipment Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) to develop regional capabilities to provide temporary emergency sheltering for pets and companion animals during emergencies and disasters.
    Applications will be accepted from June 1, 2009 through July 15, 2009 through the State's electronic grants management system (E-Grants) for programs to support counties through the emergency management offices. Additionally, because of the regional focus of this specialized grant program, OHS will NOT accept applications from individual counties; rather, two or more counties must apply together for a regional project. OHS will not identify pre-set "regions" for this grant program; instead, applicants will have the ability to determine their regional construct for the purposes of this grant program.

    PROGRAMS TO SUPPORT LEGALLY ESTABLISHED AND RECOGNIZED LOCAL AND COUNTY BASED RESPONSE ENTITIES
    Fiscal Year 2009 Technical Rescue Grant Program
    Fiscal Year 2009 Technical Rescue Grant Program seeks applications up to $100,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. The three primary objectives of this grant are: the advancement of targeted technical rescue and USAR capabilities; to promote the development of regional partnerships among local entities that provide technical rescue (USAR) services; and to enhance the standing of the State's technical rescue (USAR) entities in accordance with the US Department of Homeland Security Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable, and NFPA 1670 - Standard on Operations and Training for Technical Search and Rescue Incidents for those capabilities not addressed within the NIMS Resource Typing System.
    Applications will be accepted from June 1, 2009 through July 15, 2009 through the State's electronic grants management system (E-Grants) for programs to support legally established and recognized local and county based response entities that provide technical rescue and USAR services in New York State.

    STATE, LOCAL AND TRIBAL GOVERNMENT ENTITIES
    Federal State Homeland Security Program (SHSP)
    The purpose of this Request for Applications (RFA) is to solicit applications for federal State Homeland Security Program (SHSP) funding made available to the New York State Office of Homeland Security (OHS) to be awarded to local governments for the purpose of expanding regional preparedness capabilities of first responders to respond to major terrorist events and/or natural disasters. The intention of these grants is to measure regional preparedness, promote and improve regional response through exercises and to address gaps identified in the After Action Reports (AARs) and Improvement Plans (IPs).
    Eligible applicants include State, local and tribal government entities and applications must support an exercise plan that is multi-disciplined, multi-jurisdictional, includes multiple county participants, and has measurable goals and objectives.
    Applications will be accepted from June 15, 2009 through August 10, 2009 through the State's electronic grants management system (E-Grants).
