    The New York State Office of Children and Family Services (OCFS) invites the bidding public to search the OCFS On-Line Bidder's List (OBL), at the address indicated below for upcoming bidding opportunities.     Operation IMPACT (2009 - 2010)
    The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support Operation IMPACT for the period July 1, 2009 through June 30, 2010 in the 17 New York State counties outside of New York City with the highest 3-year average Uniform Crime Report (UCR) Part I violent and property crime. Subject to State appropriation authority, approximately $15 million is available for awards.
    IMPACT partnerships within the following 17 New York State counties are eligible to apply: Albany, Broome, Chautauqua, Dutchess, Erie, Monroe, Nassau, Niagara, Oneida, Onondaga, Orange, Rensselaer, Rockland, Schenectady, Suffolk, Ulster and Westchester.
    Applications received on or before 12:00 Noon (EDT) June 18, 2009 via DCJS' on-line Grants Management System (GMS) will be accepted.

    COUNTY AND CITY HEALTH DEPARTMENTS WITH ENVIRONMENTAL HEALTH STAFF
    Healthy Neighborhoods Program
    The New York State Department of Health (DOH) is seeking Request for Applications for the development or continuation of a Healthy Neighborhoods Program (HNP). The total funding available for distribution is $1,983,400. NYS DOH expects to make approximately 6 – 10 awards. Projects will be funded annually with awards ranging between $150,000 and $300,000.
    The HNP is designed to provide preventive environmental health services to targeted geographic areas, usually comprised of low-income families and often minorities, living in homes and neighborhoods with a disproportionate number of residential hazards including areas identified as environmental justice communities. Economically disadvantaged people often have less opportunity to improve their housing conditions and surrounding environment. The funds will provide the resources needed to address significant public health issues in the targeted areas in an effort to provide a healthier home environment for the citizens of NYS. Improving home environments is a cornerstone for improving public health and lays the foundation for healthier generations to come.
    To address the environmental and health needs in these neighborhoods, the grant funds are to be used to implement a HNP, with emphasis on reducing injuries and deaths from residential fires, childhood lead poisoning, hospitalizations due to asthma, and exposure to indoor air pollutants. The program focus revolves around a residential home environment assessment. An in-home assessment enables environmental health professionals to identify and assess hazards, educate residents about these hazards, ensure meaningful involvement by the community, provide information on community agencies and services that can provide assistance as needed, recommend preventative measures, and provide intervention materials to the residents.
    County and city health departments, with environmental health staff, are eligible to apply for these funds. This RFA has been posted on the Department of Health's public website at: http://www.nyhealth.gov/funding/. An RFA will be mailed to all county and city health departments. Applications must be received at the address above by July 3, 2009. Late applications will not be accepted. Applications packages should be clearly labeled with the name and number of the RFA as listed on the cover page of the RFA document.
    An Applicant Conference Call will be held for this project. This conference call will take place on June 10, 2009 between 2:00-4:00 pm. Interested parties should contact the Bureau of Community Environmental Health and Food Protection at (518) 402-7600 for the participant dial-in number prior to the conference call date listed above. The participant conference call is optional.

    PROGRAMS TO SUPPORT COUNTIES THROUGH THE EMERGENCY MANAGEMENT OFFICES
    Fiscal Year 2009 Companion Animal Sheltering Equipment Grant Program
    Fiscal Year 2009 Companion Animal Sheltering Equipment Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) to develop regional capabilities to provide temporary emergency sheltering for pets and companion animals during emergencies and disasters.
    Applications will be accepted from June 1, 2009 through July 15, 2009 through the State's electronic grants management system (E-Grants) for programs to support counties through the emergency management offices. Additionally, because of the regional focus of this specialized grant program, OHS will NOT accept applications from individual counties; rather, two or more counties must apply together for a regional project. OHS will not identify pre-set "regions" for this grant program; instead, applicants will have the ability to determine their regional construct for the purposes of this grant program.

    PROGRAMS TO SUPPORT LOCAL, COUNTY AND TRIBAL LAW ENFORCEMENT AGENCIES
    Fiscal Year 2009 Explosive Detection Canine Team Grant Program
    Fiscal Year 2009 Explosive Detection Canine Team Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program funding made available by the NYS Office of Homeland Security (OHS) to develop explosive detection canine team capabilities. The three primary objectives of this grant are: 1) The advancement of explosive detection canine team capabilities; 2) The certification of explosive detection canine teams and compliance with annual re-certification requirements; and, 3) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities.
    Applications will be accepted from June 1, 2009 through July 15, 20009 through the State's electronic grants management system (E-Grants) for programs to support local, county and Tribal law enforcement agencies, with an active road patrol component of their law enforcement operations.

    PROGRAMS TO SUPPORT LEGALLY ESTABLISHED AND RECOGNIZED LOCAL AND COUNTY BASED RESPONSE ENTITIES THAT PROVIDE TECHNICAL RESCUE
    Fiscal Year 2009 Technical Rescue Grant Program
    Fiscal Year 2009 Technical Rescue Grant Program seeks applications up to $100,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. The three primary objectives of this grant are: the advancement of targeted technical rescue and USAR capabilities; to promote the development of regional partnerships among local entities that provide technical rescue (USAR) services; and to enhance the standing of the State's technical rescue (USAR) entities in accordance with the US Department of Homeland Security Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable, and NFPA 1670 - Standard on Operations and Training for Technical Search and Rescue Incidents for those capabilities not addressed within the NIMS Resource Typing System.
    Applications will be accepted from June 1, 2009 through July 15, 20009 through the State's electronic grants management system (E-Grants) for programs to support legally established and recognized local and county based response entities that provide technical rescue and USAR services in New York State.

    OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE

    LOCAL SOCIAL SERVICES DISTRICTS, MUNICIPALITIES, NOT-FOR-PROFIT CORPORATIONS AND CHARITABLE ORGANIZATIONS, INCLUDING FAITH-BASED ORGANIZATIONS
    Homelessness Prevention and Rapid Re-housing Program (HPRP)
    The OTDA will request proposals from local social services districts, municipalities, not-for-profit corporations and charitable organizations, including faith-based organizations, to be considered for funding through the Homelessness Prevention and Rapid Re-housing Program (HPRP). Awards will be determined through a competitive RFP process. A social service district applying for HPRP funds may either manage the grant itself or distribute the grant (or a portion thereof) through sub-contracts with not-for-profit or charitable service providers. Not-for-profit and charitable organizations applying directly to OTDA for funding under this program should provide certification that the social service district in which the project is located approves of the project.
    APPLICATIONS
    The New York State Office of Temporary and Disability Assistance (OTDA) announces the anticipated release of a Request for Proposals (RFP) for the Homelessness Prevention and Rapid Re-housing Program (HPRP) in May. OTDA anticipates making available approximately $24.3 million in HPRP funds for a two year period.
    The Request for Proposals (RFP) will be issued pursuant to the American Recovery and Reinvestment Act of 2009 (Recovery Act) signed on February 17, 2009 by President Obama. Through the Homelessness Prevention and Rapid Re-Housing Program, the U.S. Department of Housing and Urban Development (HUD) has been authorized by Congress to dedicate funds for homelessness prevention and rapid re-housing activities, including: short-term or medium-term rental assistance, housing relocation and stabilization services, mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, case management, or other appropriate activities for homelessness prevention and rapid re-housing of persons that have become homeless. Contracts awarded under this program are 100% federal and have a catalog of federal assistance (CFDA) number of 14.257.
    Proposals are due by June 30, 2009, at 3:00 pm.
