    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law.     NOTICE OF PUBLIC HEARING
    Susquehanna River Basin Commission
    Public Review and Comment; Public Hearing – 2013 Update of Comprehensive Plan
    SUMMARY: On June 20, 2013, the Susquehanna River Basin Commission released a proposed 2013 Update of the Comprehensive Plan for the Water Resources of the Susquehanna River Basin Commission (2013 Update of the Comprehensive Plan) for public review and comment. In accordance with Section 14.1 of the Susquehanna River Basin Compact, the Commission shall develop and adopt, and may from time to time review and revise a comprehensive plan for management of the basin’s water resources. As part of the public comment process, the Commission will hold a public hearing to hear testimony on the 2013 Update of the Comprehensive Plan. Written comments may be submitted at any time during the public comment period.
    DATES: The public hearing will convene on August 15, 2013, at 3:00 p.m. The public hearing will end at 5:00 p.m. or at the conclusion of public testimony, whichever is sooner. The deadline for the submission of written comments is August 26, 2013, at which time the public comment period will close.
    ADDRESSES: The public hearing will be conducted at the Pennsylvania State Capitol, Room 8E-B, East Wing, Commonwealth Avenue, Harrisburg, Pa.

    Opportunity to Appear and Comment:
    At the public hearing for the 2013 Update to the Comprehensive Plan, interested parties may appear at the hearing to offer comments to the Commission. The presiding officer reserves the right to limit oral statements in the interest of time and to otherwise control the course of the hearing. Ground rules will be posted on the Commission’s web site, www.srbc.net, prior to the hearing for review. The presiding officer reserves the right to modify or supplement such rules at the hearing. Written comments may be mailed to Mr. Richard Cairo, General Counsel, Susquehanna River Basin Commission, 1721 North Front Street, Harrisburg, Pa. 17102-2391, or submitted electronically through http://www.srbc.net/pubinfo/publicparticipation.htm. Comments mailed or electronically submitted must be received by the Commission on or before August 26, 2013, to be considered.
    SUPPLEMENTARY INFORMATION: On June 20, 2013, the Susquehanna River Basin Commission released a proposed 2013 Update of the Comprehensive Plan for public review and comment. The public should take note that the August 15, 2013, public hearing will be the only opportunity to offer oral comment to the Commission on the 2013 Update of the Comprehensive Plan. Written comments may be submitted at any time during the public comment period, which closes on August 26, 2013. The 2013 Update of the Comprehensive Plan is intended to be scheduled for Commission action at a future business meeting, tentatively scheduled for December 12, 2013, which will be noticed separately.

    PUBLIC NOTICE
    Dutchess County Resource Recovery Agency
    Pursuant to NYS General Municipal Law § 120-w, the Dutchess County Resource Recovery Agency hereby gives notice of the following:
    Notice of RFP for Operation and Maintenance Dutchess County Resource Recovery Agency’s Waste-to-Energy Facility Poughkeepsie, New York and Notice of Statement of Findings on Public Comments
    NOTICE IS HEREBY GIVEN that pursuant to General Municipal Law § 120-w, a Request For Proposals (RFP) for a contract (“Service Agreement”) to operate and maintain the Dutchess County Resource Recovery Agency’s (“Agency”) waste-to-energy facility (“Facility”) commencing on July 1, 2014 has been issued. The Agency has prepared a Preferred Service Agreement (“PSA”) for the operation and maintenance of the Facility by a Contractor for a term through June 30, 2027, with two six (6) year Agency options to extend. The PSA is the basis for this RFP.
    Responses to this RFP will be received by the Agency at its office, located at 96 Sand Dock Road, Poughkeepsie, New York 12601, until 3:00 o’clock p.m. on August 21, 2013. All proposals must be accompanied by a $75,000 Proposal Bond.
    Copies of the Request for Proposals, Proposal Response Forms A-G, the Preferred Service Agreement, relevant contracts and Facility Performance Information may be obtained from the Agency’s Executive Director, William J. Calogero (wcalogero@dcrra.org), or Ms. Denise Walsh (dpadwalsh@aol.com), and are available online at www.dcrra.org.
    A Proposers’ Facility tour will be held on July 17, 2013, at the Agency, at 10:00 a.m. E.S.T. to view the Facility.

    PUBLIC NOTICE
    Saratoga County Board of Supervisors
    On June 18, 2013 the County of Saratoga awarded a contract pursuant to Section 120-w of NYS General Municipal Law approving the sale of the Saratoga County Landfill Facility to Finch Paper LLC of Glens Falls New York. This award was made following: 1) the establishment of lead agency pursuant to the State Environmental Quality Review Act [SEQRA], 2) the revi.ew by the Saratoga County Board of Supervisors of the Environmental Assessment Form which did not identify any issues requiring further review, 3) a determination by the Board of Supervisors that the transfer of ownership will not result in any material change in permit conditions or the scope of permitted activities and is therefore a Type II action pursuant to 6 NYCRR 617.5{c)(26), and 4) the approval by the Board of Supervisors of particularized findings with respect to the proposals received in response to the final request for proposals. The resolutions of the Board of Supervisors with respect to the SEQRA, particularized findings, and the sale of the landfill facility are posted on the County website at www.saratogacountyny.gov. The validity of this contract or the procedures which led to its award may be hereafter contested only by action, suit or proceeding commenced within 60 days after the date of this notice and only upon the ground or grounds that: 1) such award or procedure was not authorized pursuant to that section, or 2) any of the provisions of that section which should be complied with at the date of this publication have not been substantially complied with, or 3) a conflict of interest can be showing the manner in which the contract was awarded; or by action,~uit or proceeding commenced on the grounds that such contract was awarded iii violation of the Constitution.

    Uniform Code Regional Boards of Review
    Pursuant to 19 NYCRR 1205, the petitions below have been received by the Department of State for action by the Uniform Code Regional Boards of Review. The building is located at 1572 Hemlocks Lane, Town of Argyle, Washington County, State of New York.
    2013-0281 Matter of Peter M. McNeil, General Partner, State Mill Associates, P.O. Box 3030, Schenectady, NY 12303, for a variance concerning fire safety issues including the Multiple Residence Law (MRL) requirement for two means of egress from a three-story building.
    Involved is the rehabilitation of an existing building. The building contains an R-2 (multiple dwelling) occupancy, is three stories in height of Type III (ordinary) construction having a cumulative gross floor area of 6,000 square feet. The building is located at 116-120 State St., City of Schenectady, Schenectady County, State of New York.
    2013-0296 Matter of White Plains Project LLC, One Station Place, Stamford, CT 06902 for a variance concerning exterior wall openings, including 19 NYCRR 704.8.
    Involved is an existing self storage building, S1 occupancy classification, located at 139-179 Westmoreland Avenue, City of White Plains, County of Westchester, State of New York.
    2013-0298 Matter of Marilyn M. Lafrate, 316 First St., Scotia, NY 12302, for a variance concerning fire safety issues including the Multiple Residence Law (MRL) requirement for two means of egress from a three-story building.
    Involved is the routine inspection of an existing multiple dwelling. The building contains an R-2 (multiple dwelling) occupancy, is three stories in height of Type VB (combustible) construction having a cumulative gross floor area of 2,200 square feet.
