PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The PSC is considering whether to adopt, modify, or reject, in whole or in part, or take other action on a 6/8/12 filing by Niagara Mohawk Power Corporation d/b/a National Grid regarding its Energy Efficiency Portfolio Standard gas and electric programs.
Statutory authority:
Public Service Law, sections 4(1), 5(2) and 66(1)
Subject:
EEPS programs administered by Niagara Mohawk.
Purpose:
To modify Niagara Mohawk's electric and gas residential EEPS programs.
Substance of proposed rule:
The Commission is considering whether to adopt, modify, or reject, in whole or in part, or to take other action regarding a June 8, 2012 filing by Niagara Mohawk Power Corporation d/b/a National Grid (Niagara Mohawk) for approval of substantial modifications to certain Energy Efficiency Portfolio Standards (EEPS) residential electric and gas programs.
Niagara Mohawk proposes to expand its electric Residential Energy Star Products and Recycling Program that will consist of its current measures and incorporate new measures already available through other electric residential programs. In addition, the company proposes to offer new measures that must be evaluated through current EEPS protocols in place. The company proposes to eliminate the electric Enhanced Home Sealing Program and transfer the target and budget into the expanded Residential Energy Star Products and Recycling Program. According to the petition, the new combined budget for 2012-2015 is $32,756,400 and the new target is 71,156 MWh.
In addition, the company proposes to the expand its gas Residential High-Efficiency Heating and Water Heating and Controls Program that will consist of its current measures and incorporate new measures available through other gas residential programs. In addition, the company proposes to offer new measures that must be evaluated through current EEPS protocols in place. The company proposes to eliminate the gas Enhanced Home Sealing and the Energy Star Products Programs and transfer the budgets and targets into the expanded Residential High-Efficiency Heating and Water Heating and Controls Program. According to the petition, the new combined budget for 2012-2015 is $22,093,716 and the new target is 918,152 dekatherms.
The Commission may apply its decision here to other utilities and/or the New York State Energy Research and Development Authority. In addition, Commission action on this matter may result in modifications to the Energy Efficiency Portfolio Program Classification Groups.
