    Net Metering
    PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
    Proposed Action:
    To amend and add to Long Island Power Authority's tariff for electric service with regard to net metering.
    Statutory authority:
    Public Authorities Law, section 1020-f(z) and (u)
    Subject:
    Net metering.
    Purpose:
    To revise Long Island Power Authority's tariff for electric service with regard to net metering.
    Public hearing(s) will be held at:
    10:00 a.m., Sept. 10, 2008 at Long Island Power Authority, 333 Earle Ovington Blvd., Uniondale, NY; and 3:00 p.m., Sept. 10, 2008 at H. Lee Dennison Bldg., Hauppauge, NY.
    Interpreter Service:
    Interpreter services will be made available to hearing impaired persons, at no charge, upon written request to the agency contact designated in this notice.
    Accessibility:
    All public hearings have been scheduled at places reasonably accessible to persons with a mobility impairment.
    Substance of proposed rule:
    The Long Island Power Authority (“Authority”) is considering a proposal to amend and add to its Tariff for Electric Service in order to expand net metering for certain customer owned renewable resources used at their premises. The tariff would be revised to: (1) authorize net metering for a non-residential solar or wind customer-generator, equivalent in size to the lesser of the customer's highest peak demand in the prior 12 months, or 2 MW; (2) increase the size limit on eligibility for net metering on a residential solar and wind customer; (3) increase the size limit on eligibility for net metering on a Farm Service wind customer-generator and; (4) increase the total amount of solar and wind net metering on LIPA's transmission and distribution system. As a result, certain existing terms and conditions for residential net metering will be extended to non-residential customer-generators, including net metering within the month and the carry-over of excess generation to subsequent months (“banking”) for credit at retail rates. In addition, the dollar amounts that LIPA would be able to recover from customer-generators for certain interconnection and transformer costs would be increased. The Authority may approve, modify, or reject, in whole or part, the proposal.
