Notice of Availability of Contractor Opportunity for the Development of Port Risk Mitigation and Trade Resiliency Plans for the Port of Buffalo.
The Port Grant Working Group of the Western New York Region of the Great Lakes Area Maritime Security Committee is soliciting interested and qualified contractors to satisfy a need for assistance in the development of the Port Wide Strategic Risk Management Plan and the Port Wide Trade Resumption Resiliency Plan for the Port of Buffalo. Department of State F-2008-0233 Date of Issuance — July 9, 2008
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
In F-2008-0233, The Suffolk County Department of Public Works, 335 Yaphank Avenue, Yaphank, Suffolk County, New York, has applied to the U.S. Army Corps of Engineers, New York District, for a permit to maintenance dredge the federal navigation channel in Moriches Bay Inlet in three (3) reaches, with disposal at three (3) county owned ocean beach areas, as per revisions, received Apr. 30, 2008; details as follow:
Dredging reach A consists of a 300′ × 2800′ main outer channel, cut to depth of -14 ft MLW, for a total volume of 340,000cy. Dredging reach B consists of a 200′ × 2000′ dog legged channel, cut to a depth of -12 ft MLW, for a total volume of 105,000cy. Dredging reach C consists of a 100′ × 1100′ shoal cut to a depth of -8 ft MLW, for a total of 15,000cy. Disposal area 1, beginning at the Smith Point County Park pavilion and extending 4,000 linear feet east, is to receive 76,000 cubic yards of sand. Disposal area 2, located at east Fire Island beginning approximately 15,000 linear feet east of State marker F71 and extending 9,000 linear feet to the east, is to receive 234,000 cubic yards of sand. Disposal area 3, located at Cupsogue Beach, beginning 500 linear feet east of the east jetty at Moriches Inlet, is to receive 150,000 cubic yards of sand. The stated purpose for this proposed project is to restore safe navigation to the heavily shoaled channel in Moriches Inlet, and to use the resulting sand for restoration at the three beach locations.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, August 8, 2008.

In F-2008-0451 DA, the National Park Service, United States Department of the Interior, is proposing the construction of a new ferry terminal in the same location of the existing terminal at 120 Laurel Street along the Patchogue River, in Village of Patchogue, in Suffolk County, New York. The proposed plan includes the demolition of the existing ferry terminal building and the “deli” building on West Avenue in order to accommodate the new Ferry Terminal Building and Visitor Center and the replacement/repair of the existing bulkhead and deck in-kind. A new Headquarters building will be built in the vicinity of the current “deli” building, adjacent to the existing maintenance facility. The primary purpose for the proposed activity is to allow for continued visitor access and improve visitor safety and experience.
