    GOVERNMENT OWNED CRITICAL INFRASTRUCTURE SITES; AND SPECIAL EVENT OR SEASONAL AT RISK LOCATIONS
    Fiscal Year 2014 Critical Infrastructure Grant Program
    Fiscal Year 2014 Critical Infrastructure Grant Program seeks applications for up to $50,000 in federal State Homeland Security Program funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for critical infrastructure protection. The FY 2014 Critical Infrastructure Grant Program (CIGP) advances a common understanding of risk management. Applicants select a critical infrastructure site or special event or seasonal at risk location and complete a risk assessment. First responders assess their capability to prevent and protect against attacks on the site. Grant funding is then applied to mitigate vulnerabilities identified in the risk assessment or enhance first responder’s capabilities.
    The priority focus for the FY 2014 CIGP is government owned critical infrastructure sites; and special event or seasonal at risk locations. Examples of government owned sites include, but are not limited to, government office buildings (city/town halls, courthouses), emergency services (emergency operations centers, 911 centers, police or fire stations), water systems (water treatment facilities, water distribution, wastewater treatments) and cyber security initiatives. Examples of a special event or seasonal at risk location include, but are not limited to, major community festivals, races, seasonal camps, or other mass gathering events. These locations must pose special security concerns, population surges and require additional law enforcement or emergency resources.
    Only units of local government within targeted counties are eligible to apply for the FY 2014 CIGP. Units of local governments include: counties, cities, towns, and/or villages. Applicants must be located in New York City or one of the following targeted counties: Albany, Broome, Dutchess, Erie, Livingston, Madison, Monroe, Nassau, Niagara, Oneida, Onondaga, Ontario, Orange, Orleans, Oswego, Putnam, Rensselaer, Rockland, Saratoga, Schenectady, Schoharie, Suffolk, Sullivan, Wayne, Westchester, and Yates. The application must be coordinated with at least two (2) agencies with prevention and/or protection responsibilities at the selected site. These must be law enforcement, fire department, emergency management, or public works agencies.

    LOCAL, COUNTY AND TRIBAL LAW ENFORCEMENT AGENCIES
    Fiscal Year 2014 Explosive Detection Canine Team Grant Program
    Fiscal Year 2014 Explosive Detection Canine Team Grant Program seeks applications for up to $60,000 in federal State Homeland Security Program funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for programs to develop and support explosive detection canine team capabilities. The six primary objectives of this grant are: 1.) The advancement of explosive detection canine team capabilities; 2.) The certification of explosive detection canine teams and compliance with annual re-certification requirements; 3.) Participation in DHS’s Office for Bombing Prevention’s (DHS-OBP) Explosive Detection Canine Capability Analysis Program; 4.) Alignment to New York State’s thirteen FBI Accredited bomb squads; 5.) Use of the Bomb Arson Tracking System (BATS); and, 6.) Promotion of regional partnerships in the development of mutual explosive detection canine team capabilities. Grants will be awarded to support local, county and Tribal law enforcement agencies with an active road patrol component of their law enforcement operations.
    Applications will be accepted from June 11, 2014 through 11:59 p.m. on July 25, 2014 through the State’s Electronic Grants Management System (E-Grants).

    LOCAL GOVERNMENTAL ENTITY EMERGENCY RESPONSE TEAMS
    Fiscal Year 2014 Technical Rescue and Urban Search and Rescue (USAR) Grant Program
    Fiscal Year 2014 Technical Rescue and Urban Search and Rescue (USAR) Grant Program seeks applications for up to $100,000 in federal State Homeland Security Program funding made available by the NYS Division of Homeland Security and Emergency Services (DHSES) for programs to develop and support technical rescue and USAR team capabilities.
    Grants will be awarded to local governmental entity emergency response teams that provide technical rescue and USAR related services involving structural collapse, trench, confined space, waterway/flood and rope rescues to respond to and recover from acts of terrorism and other catastrophic events. The three primary objectives of this grant are: (1) advancement of Technical Rescue and USAR capabilities; (2) development of regional response capabilities; and (3) increasing the resource typing of Technical Rescue and USAR resources in New York State.

    FY 2014 Unified Hazard Mitigation Assistance (HMA) Program
    FUNDS AVAILABLE FOR: Creating/Updating Hazard Mitigation Plans to FEMA Specifications Implementing Hazard Mitigation Acquisition Projects
    The New York State Division of Homeland Security and Emergency Services (DHSES) is pleased to announce the Federal Emergency Management Agency (FEMA) has increased the funding available under the FY 2014 Unified Hazard Mitigation Assistance (HMA) Program grants to qualified sub-applicants in all 50 States, the District of Columbia, Federally-recognized Tribal governments, and 5 U.S. Territories.
    • These programs are available only to local and state government agencies and authorities and Federally-recognized Tribal governments.
    • Individuals, businesses, or private non-profits (PNPs) are not eligible subapplicants and cannot apply.
    The Unified HMA Programs run annually and are not tied to Presidential declarations.     DIVISION OF HOUSING AND COMMUNITY RENEWAL

    DEVELOPERS SEEKING FINANCING FOR THE NEW CONSTRUCTION OR SUBSTANTIAL REHABILITATION OF SITE-SPECIFIC, AFFORDABLE MULTIFAMILY SUPPORTIVE RENTAL HOUSING (“PROJECTS”) THAT WILL INCREASE HOUSING OPPORTUNITIES FOR HIGH NEED AND HIGH COST MEDICAID RECIPIENTS IN NEW YORK STATE AND/OR FURTHER THE STATE’S COMMITMENT TO DEVELOP INTEGRATED SUPPORTIVE HOUSING AS RECOMMENDED BY THE MEDICAID REDESIGN TEAM
    MRT Housing Capital Program
    As part of the effort to reduce Medicaid spending in the State of New York, Governor Cuomo’s Medicaid Redesign Team (MRT) has set aside $25,000,000 in Capital funding for Fiscal Year 2014-15, to be administered through the Housing Trust Fund Corporation (“HTFC”) to provide funding for capital and related soft costs associated with the construction and substantial rehabilitation of Projects. Successful applicants and their service providers will be expected to collect and submit relevant Medicaid patient data to the State Department of Health or another state agency to track Medicaid cost savings.
    A Request for Proposals (“RFP”) for applications seeking funding through the MRT Housing Capital Loan Program is expected to be available on the New York State Homes and Community Renewal (“HCR”) website on June 25, 2014. MRT Housing Capital Loan applications will be reviewed as received and funding determinations will be made throughout the year. Notwithstanding resource availability, applications must be received by HCR by 5pm EST on January 31, 2015. The application deadline is firm as to date and hour. In the interest of fairness to all competing Applicants, applications received after the specified date and time will be deemed ineligible and will not be considered for funding.
    PROCESS
    The RFP will explain the process by which HCR will accept and evaluate applications requesting a MRT Housing Capital loan. The New York State Housing Finance Agency (“HFA”) in its capacity as HCR’s tax-exempt bond issuing agency and allocator of 4% LIHTC will retain the lead role in all facets of the project application review process. All applications will be reviewed for completeness and compliance with program requirements and competitively evaluated based on criteria outlined in the upcoming RFP. HCR reserves the right to award all, a portion of, or none of the funding, based on the feasibility of the project, the applicant’s ability to meet HCR criteria for funding, and the applicant’s ability to advance the State’s MRT goals. Applicants applying under this RFP for MRT Capital financing are expected to have projects that will also have first mortgages financed by tax-exempt Private Activity Bonds issued by the New York State Housing Finance Agency. Please note however, that HCR may also make a portion of this funding available as part of the upcoming Unified Funding Competitive Round for projects seeking allocations of 9% Low Income Housing Tax Credits (“LIHTC”).
    HCR also reserves the right to: (i) amend, modify or withdraw the RFP; (ii) revise any requirements of the RFP; (iii) require supplemental statements or information from any responding party; (iv) accept or reject any or all proposals/responses hereto; (v) extend the deadline for submission of proposals/responses hereto; (vi) negotiate or hold discussions with any proposed Respondent/firm and to correct deficient proposals/responses which do not completely conform to the instructions contained in the RFP; and (vii) cancel or reissue the RFP in whole or part, if HCR deems it in its best interest to do so.
    REQUIREMENTS
    This Notice of Funding Availability (“Notice”) describes the programmatic and submission requirements for the MRT Housing Capital Program. HCR is seeking proposals from applicants to develop site specific multifamily supportive rental housing either through the new construction or gut rehabilitation of vacant buildings.
    HCR is seeking proposals from development teams that include service providers who have awards funded through the MRT Supportive Housing Allocation Plan, the NY/NY III Agreement, or from other federal, state and municipal funding streams that provide social service funding for high need and high cost Medicaid recipients, to develop multifamily supportive rental housing projects either through new construction, or the gut rehabilitation of vacant buildings.
    This RFP seeks to increase the number of integrated supportive housing developments whereby a portion of the tenants are receiving services, and the remainder are affordable or market rate housing residents who are not in need of services. There will be a cap of $200,000 per supportive housing unit on awards. Applicants are required to show evidence of a service award as part of the submission. HCR anticipates making approximately $25,000,000 in MRT funds available as part of the State’s commitment to increase the number of supportive housing opportunities for its residents.
    It is strongly recommended that all prospective applicants schedule and coordinate a pre-application meeting with development team members and HCR staff prior to submitting an application. The pre-application meeting will enable HCR staff to assess project readiness and determine whether it is appropriate for the prospective applicant to proceed with a submission of an application.
