    Fiscal Year 2010 Technical Rescue & USAR Grant Program
    Fiscal Year 2010 Technical Rescue Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local emergency response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. This grant focuses on technical rescue and USAR related services involving structural collapse, trench, confined space, swift water and/or rope rescues in an all-hazards environment. For the purposes of this grant, vehicle and machinery rescue activities are not considered technical rescue. The three primary objectives of this grant are: (1) Advancement of Targeted Technical Rescue and USAR Capabilities; (2) Development of Regional Response Capabilities; and (3) Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State. Applicable standards include the Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable and, for those capabilities not addressed within the NIMS System, the National Fire Protection Association (NFPA) 1670 - Standard on Operations and Training, Technical Search and Rescue Incidents.
    Applications will be accepted from July 1, 2010 through September 1, 2010 through the State’s electronic grants management system (E-Grants).
    A municipality (cities, villages, towns[1], fire districts and counties) is eligible to apply for the FY2010 Technical Rescue & USAR Grant Program on behalf of one or more emergency response entities. For purposes of this grant program, an “emergency response entity” is strictly defined as an entity that provides technical rescue or USAR services located in New York State. The emergency response entity must already be established and maintained by one or more municipalities and must be a resource identified in the county fire mobilization and mutual aid plan.
