    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned.     Town of Babylon Final Request for Proposal Commercial Waste Collection Services FRFP 10G28
    This notice is issued pursuant to Subdivision 4 of Section 120-W of the General Municipal Law and is a notice of a Final Request for Proposals for the provision of collection means and services and the facilities, having to do with the collection of municipal solid waste from commercial, industrial and institutional establishments within the unincorporated areas within the Town f Babylon, Suffolk County, New York. The means, services and facilities are expected to include; the routing, containers, vehicles, central yard and facilities, administrative management, maintenance support; and customer service support to perform services as specified in the Request for Proposals.
    Copies of the Final Request for Proposals may be obtained at Babylon Town Hall, Dept. of General Services, between the hours of 9:00 a.m. and 4:30 p.m., except Saturdays, Sundays and Holidays on and after Wednesday, August 18, 2010 for a non-refundable fee of $150.00. There is no charge for those firms or individuals who paid for the Draft Request for Proposal (DRFP).
    A mandatory, pre-proposal meeting will be held on Monday, August 23, 2010 at 10:00 a.m. in the Town Board Room at Babylon Town Hall, 200 E. Sunrise Hwy., Lindenhurst, NY.
    Responses to the Final Request for Proposals must be received by the Commissioner of General Services no later than Monday, September 13, 2010 at 10:00 a.m. No exceptions shall be granted.

    The County of Broome is soliciting proposals from Administrative Service Agencies, Trustees, and Financial Organizations for services in connection with a Deferred Compensation Plan that will meet the requirements of Section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto.

    The Oneida-Herkimer Solid Waste Authority desires to procure an agreement (pursuant to Section 120-w of New York State Municipal Law) with a firm for a Single Stream Recyclables Processing System Project at its Recycling Center, Utica, NY.     Department of State F-2010-0584 Date of Issuance - August 18, 2010
    The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
    In F-2010-0584, the United States Department of the Navy is proposing bridge replacement and quaywall repairs at the Naval Operations Support Center Buffalo, on the Black Rock Canal in the City of Buffalo, Erie County, New York. Specifically, the proposed activity involves:
    • the removal of a two span concrete and steel truss bridge and replacement with a single span steel truss bridge approximately 10 feet longer than the original;
    • construction of a new steel H-pile and concrete lagging panel in front of the existing stone masonry quaywall;
    • placement of a 190-foot long fixed or floating dock secured by approximately 5-10 timber piles;
    • construction of a concrete block retaining wall;
    • construction of a rip-rap quaywall support embankment;
    • access pier and gangway installation;
    • jet dock electrical power supply;
    • grouting of north end quaywall foundation;
    • shoring of the north end quaywall masonry;
    • replacement of timber fender wale and chock;
    • replacement of the fender pile end cap; and
    • miscellaneous repairs to a concrete quaywall on timber cribbing.
    The United States Department of the Navy has determined that the proposed activity will be undertaken in a manner consistent to the maximum extent practicable with the enforceable policies of the New York State Coastal Management Program. The applicant's consistency determination and accompanying supporting information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
    Any interested parties and/or agencies desiring to express their views concerning the above proposed activities may do so by filing their comments, in writing, no later than 4:30 p.m., 15 days from the date of publication of this notice, or, September 2, 2010.

    The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
    In F-2010-0593, The Battery Park City Authority, One World Financial Center, New York, NY, has applied to the U.S. Army Corps of Engineers, New York District, for a permit to install a closed cycle river water heating and cooling system for their facilities (currently leased from the NYC Economic Development Corporation) at Pier A, 22 Battery Place, New York, NY. The proposed action would involve the installation, operation and minor maintenance of 2 clusters of 5 keel cooler arrays which would each measure 23 feet by 7.5 feet by 5 inches as well as other associated infrastructure. The proposed system would be positioned 4 feet above the mud line of the Hudson River and completely underneath the existing Pier A structure in approximately 17 feet of water.
    The stated purpose of the above mentioned proposal is to "…provide for the heating and cooling of the Pier A building."
