PURSUANT TO THE PROVISIONS OF THE State Administrative Procedure Act, NOTICE is hereby given of the following proposed rule:
Proposed Action:
The Commission is considering a Petition filed on July 1, 2015 by Madison County Public Utility Service requesting an Order directing remote net metering of a demonstration community net metering program.
Statutory authority:
Public Service Law, sections 5(1), 65(1), (2), (3), 66(1), (2), (3), (5), (8), (9), (12) and 66-j
Subject:
Remote net metering of a demonstration community net metering program.
Purpose:
To consider approval of remote net metering of a demonstration community net metering program.
Substance of proposed rule:
The Commission is considering a Petition filed on July 1, 2015 by Madison County Public Utility Service (MCPLUS) requesting an Order directing remote net metering of a demonstration community net metering program. The Petition requests that National Grid and New York State Electric and Gas Corporation be required to provide remote net metering to MCPLUS on electric power generated by a portfolio of program assets, including a Solar Community Net Metering Program sized up to ten megawatts, a wind farm sized at 34 megawatts, and potential additional biomass heating and micro-hydroelectric systems, along with potential community choice options. The Commission may adopt, reject, or modify, in whole or in part, the relief proposed and may resolve related matters.
