    Notice of Abandoned Property Received by the State Comptroller
    Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Interested parties may inquire if they appear on the Abandoned Property Listing by contacting the Office of Unclaimed Funds, Monday through Friday from 8:00 a.m. to 4:30 p.m., at:
    1-800-221-9311 or visit our web site at: www.osc.state.ny.us
    Claims for abandoned property must be filed with the New York State Comptroller's Office of Unclaimed Funds as provided in Section 1406 of the Abandoned Property Law. For further information contact: Office of the State Comptroller, Office of Unclaimed Funds, 110 State St., Albany, NY 12236.

    New York State and Local Retirement System
    Pursuant to Retirement and Social Security Law, the New York State and Local Employees' Retirement System hereby gives public notice of the following:
    The persons whose names and last known addresses are set forth below appear from records of the above named Retirement System to be entitled to accumulated contributions held by said retirement system whose membership terminated pursuant to Section 40, Subdivision f, of the Retirement and Social Security Law on or before June 30, 2010. This notice is published pursuant to Section 109 of the Retirement and Social Security Law of the State of New York. A list of the names contained in this notice is on file and open to public inspection at the office of the New York State and Local Retirement System located at the 110 State St, in the City of Albany, New York. At the expiration of six months from the date of the publication of this notice. The accumulated contributions of the persons so listed shall be deemed abandoned and shall be placed in the pension accumulation fund to be used for the purpose of said fund. Any accumulated contributions so deemed abandoned and transferred to the pension accumulation fund may be claimed by the persons who made such accumulated contributions or, in the event of his death, by his estate or such person as he shall have nominated to receive such accumulated contributions, by filing a claim with the State Comptroller in such form and in such a manner as may be prescribed by him, seeking the return of such abandoned contributions. In the event such claim is properly made the State Comptroller shall pay over to the person or persons or estate making the claim such amount of such accumulated contributions without interest.

    In F-2011-0182, the Long Island Power Authority (LIPA), has applied to the U.S. Army Corps of Engineers for authorization to undertake the Brightwaters to Captree Island Transmission Cable Replacement Project (Project). The proposed Project is located in the Town of Islip, Suffolk County and involves the abandonment in place of an existing 23 KV electric transmission line connecting the Brightwaters and Captree Substations, the installation of a new transmission line primarily located 300 feet westerly of the Robert Moses Causeway, and implementation of an eelgrass restoration and monitoring plan. The underwater portions of the proposed transmission line will be buried approximately four feet below the sediment/water interface.

    In F-2011-0468, the applicant, Ducks Unlimited, in partnership with federal and state agencies and the State University of New York - Environmental Science and Forestry (SUNY-ESF), has certified that the proposed activity complies with and will be conducted in a manner consistent to the maximum extent practicable with the New York State Coastal Management Program. The applicant's federal consistency certification and accompanying public information and data is available for inspection at the New York State Department of State offices located at One Commerce Plaza, 99 Washington Avenue in Albany, New York.
    Ducks Unlimited proposes work funded by grants under the Environmental Protection Agency's Great Lakes Restoration Initiative (GLRI) to restore wetland in the upper St. Lawrence River watershed at Point Vivian near Point Vivian Road. This project is part of a comprehensive effort to restore coastal wetland habitats along the Lake Ontario and St. Lawrence River shorelines in partnership with numerous public and private partners. The work at Point Vivian is in cooperative agreement with Garlock Properties and adjacent to the privately owned upland property of the same. Activities proposed for the Point Vivian restoration will focus on restoring habitats to near historic conditions.
    According to the information provided to the Department of State, the goal of the project is to restore fish spawning habitat in large coastal marshes along the St. Lawrence River (approx. 20 acres). The project site was historically a diverse and productive coastal marsh system, but is now predominately dense stands of monotypic cattail. Approximately 2 acres of spawning pools and up-to-1000 feet of meandering connecting channels will be excavated within dense stands of monotypic cattail. A road culvert will be replaced or improved to allow passage of fish into a historical spawning area and allow improved hydrologic connection between the coastal marsh and open lake or lacustrine habitats. To restore hydrology in upstream portions of the marsh, a water control structure with fish passage will be incorporated into the culvert (Appendix 4). The net gain in functions and values of the Point Vivian Project will be realized by the restored conditions, including, increased likelihood of established and sustainable muskrat populations within and nearby excavated pools. Well-established muskrat populations can consume large amounts of cattail thereby increasing interspersion and plant diversity. Increased interspersion will increase spawning habitat quality for northern pike arid other marsh spawning fish species.
    In addition to restoring and enhancing fish spawning habitat in coastal marshes affected by water level stabilization of the Lake Ontario/ St. Lawrence River system the project also will enable documentation of the efficacy of restoration methods for use in other coastal marshes with similar impaired habitat conditions. Reduction of dense monotypic cattail via restoration or enhancement of a diverse, emergent plant community at Point Vivian Marsh will once again allow historic spawning patterns by northern pike and other marsh spawning fishes thereby benefiting Lake Ontario and St.Lawrence River fisheries. Increased habitat diversity also will benefit Black Tern (a New York State endangered species) Least Bittern, King Rail and Blanding's Turtle (New York State threatened species) , as well as, a diversity of waterbirds, wetland mammals, amphibians, and aquatic invertebrates.
    The Point Vivian restoration project includes 1) design and implementation of habitat restoration, and 2) a comprehensive monitoring program designed to document efficacy of the marsh restoration. An important goal of the Point Vivian restoration project is to develop methods that can accompany current water level management regimes used at the St. Lawrence River and Lake Ontario. Channels and potholes will be designed and excavated through the dense monotypic cattail stands to enhance fish passage. Fluvial dynamics also will be used to help determine placement and design of channels and potholes, utilizing identified currents and areas with significant seasonal water flow rates to sustain habitat values of the restoration work.
