    Promise Zones Initiative
    The NYS Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for support of Promise Zone initiatives in Erie County, New York City, and Onondaga County. By creating partnerships between local school districts and state and local service agencies, leadership in these Promise Zones hope to reduce student drop-out rates and increase student attendance, involvement and achievement. In order to enhance school engagement efforts targeted towards at-risk youth in New York State, this RFA will support the work of established Promise Zone sites by providing flexible, discretionary funding for projects, such as staff training, one-time costs, or the development of community resource directories that are otherwise unfunded. Only applications from established Promise Zones in Erie County, New York City, and Onondaga County will be considered.
    This grant program is supported by federal Juvenile Justice Title V funds which are available only to units of local government. A unit of local government is defined as any city, county, town, borough, parish, village, or other general purposes political subdivision of a State, and any Native American Nation which performs law enforcement functions as determined by the Secretary of the Interior. For purposes of this RFA, eligible applicants include only those units of local government named above. Subject to the availability of funding, approximately $147,000 is available to support up to three projects. Award(s) will be made for a 12-month period.
    Proposals submitted on or before 12:00 noon, August 20, 2010 via DCJS’ on-line Grants Management System (GMS) will be accepted.

    NOT-FOR-PROFIT ORGANIZATIONS THAT CAN DEMONSTRATE KNOWLEDGE OF AND EXPERIENCE WITH FACILITATING LEARNING COMMUNITIES OR COMMUNITIES OF PRACTICE; COLLABORATIONS AND PARTNERSHIPS THAT BUILD ON THE STRENGTHS OF THE PARTNER ORGANIZATIONS ARE ENCOURAGED
    Individualized Shared Living
    One grant of up to $55,000 will be funded by DDPC for up to 18 months to explore the concept of Individualized Shared Living, address implementation issues and barriers, and identify promising practices, strategies and approaches to establishing effective and sustainable models. Proposals submitted should address capacity-building, systems change or advocacy related to the implementation of shared living options. The applicant’s program and budget narratives must provide the justification for the grant amount requested.
    The successful applicant must accomplish the following:
    • Formally establish a statewide learning community for Shared Living which includes a statewide panel of stakeholders consisting of individuals with developmental disabilities, family members, service provider organizations and policy makers. This panel would act as a body for:
    1. Identifying NYS “promising practice” approaches including model policies, procedures and working arrangements; including any current regional approaches occurring through Consolidated Supports & Services (CSS), Portal, Home & Community Based Services (HCBS) Waiver, or other restructuring opportunities;
    2. Identifying the qualities and values of successful life sharing and the supports that have helped make them successful;
    3. Researching how other states are successfully addressing shared living implementation barriers, and bringing information on such approaches to NYS; and
    4. Exploring how other states approach the issue of finding and matching life sharers and housemates, including the use of electronic social networking approaches and tools, and identifying the essential elements for implementing a workable and sustainable social network approach that works to protect personal safety and security;
    • Implement an on-line forum to provide information and resources on Shared Living for NY State and provide a way for individuals and families to share questions, information, approaches, strategies and support for shared living opportunities, including secure approaches to social networking options;
    • Recommend specific strategies related to addressing the identified and perceived systemic barriers of NYS wage and hour laws, health care practice issues, etc. and
    • Formulate recommendations for NYS Policy Makers on legislative, legal, regulatory, policy and education/training reforms necessary to actualize the principles of shared or supported living.

Letters of intent are not required but will assist DDPC in identifying interest and the potential applicant pool. All final grant applications should be sent to Sheila Carey, Executive Director, and must be delivered to the DDPC office by close of business (5:00 pm) on November 1, 2010.

    MUNICIPALITY (CITIES, VILLAGES, TOWNS[1], FIRE DISTRICTS AND COUNTIES
    Fiscal Year 2010 Technical Rescue & USAR Grant Program
    Fiscal Year 2010 Technical Rescue Grant Program seeks applications up to $150,000 in federal State Homeland Security Program (SHSP) funding made available by the NYS Office of Homeland Security (OHS) for local emergency response entities that provide targeted technical rescue and urban search and rescue (USAR) related services. This grant focuses on technical rescue and USAR related services involving structural collapse, trench, confined space, swift water and/or rope rescues in an all-hazards environment. For the purposes of this grant, vehicle and machinery rescue activities are not considered technical rescue. The three primary objectives of this grant are: (1) Advancement of Targeted Technical Rescue and USAR Capabilities; (2) Development of Regional Response Capabilities; and (3) Increasing the Resource Typing of Technical Rescue and USAR Resources in New York State. Applicable standards include the Federal Emergency Management Agency (FEMA) National Incident Management System (NIMS) Resource Typing for search and rescue where applicable and, for those capabilities not addressed within the NIMS System, the National Fire Protection Association (NFPA) 1670 - Standard on Operations and Training, Technical Search and Rescue Incidents.
    Applications will be accepted from July 1, 2010 through September 1, 2010 through the State’s electronic grants management system (E-Grants).
    A municipality (cities, villages, towns[1], fire districts and counties) is eligible to apply for the FY2010 Technical Rescue & USAR Grant Program on behalf of one or more emergency response entities. For purposes of this grant program, an “emergency response entity” is strictly defined as an entity that provides technical rescue or USAR services located in New York State. The emergency response entity must already be established and maintained by one or more municipalities and must be a resource identified in the county fire mobilization and mutual aid plan.
