    NOTICE OF AVAILABILITY OF STATE AND FEDERAL FUNDS

    PERSONS/FIRMS THAT CONSTRUCT AND/OR REHABILITATE HOUSING FOR LOW INCOME PERSONS/HOUSEHOLDS
    Funding for eligible applicants under the Housing Trust Fund Program and the New York State HOME Program
    DESCRIPTION:
    A Request For Proposals (RFP) for Unified Funding 2012 site-specific project applications (Capital Applications) seeking funding under the Housing Trust Fund Program (HTF) and/or the New York State HOME Program (NYS HOME) is expected to be available by September 5, 2012. NYS HOME Program applicants should be aware that this NOFA is applicable to site-specific capital projects only. A separate NOFA will be issued for HOME Local Program Administrator (LPA) Applications.
    The Application and application reference materials are expected to be available on the New York State Homes and Community Renewal (HCR) website on September 5, 2012. Applications for capital project funding will be submitted using the Community Development Online (CDOL) Application System, located on HCR's website at: http://www.nyshcr.org/Apps/CDOnline/. Printable instructions and screen shots of the CDOL Exhibits for the Unified Funding 2012 CDOL application will be available on the HCR Website at: http://www.nyshcr.org/Funding/UnifiedFundingMaterials/2012/.
    APPLICATION DEADLINES:
    This year's funding round may have two Capital Application deadlines. The first deadline would be for Early Round Projects, which meet criteria which will be set forth in the RFP. The second deadline would be for all other capital projects.
    The Application for Early Round Projects must be completed and submitted by 5:00 PM on Thursday, October 25, 2012. All other Unified Funding 2012 Capital Applications must be completed and submitted by 5:00 PM on Thursday, November 29, 2012.
    UNIFIED FUNDING 2012 FUNDS AVAILABLE:
    Approximately $32 million in Housing Trust Fund (HTF) funds is expected to be available, subject to the availability of appropriations. Approximately $11 million in New York State HOME Program funds is expected to be available, subject to the availability of appropriations. It should be noted that a minimum of 15 percent of available NYS HOME funds is required to be reserved for projects developed, owned, or sponsored by Community Housing Development Organizations (CHDOs). In addition to the 15% of funds reserved for CHDOs, a minimum of 80% of the remaining available NYS HOME Program funds must be allocated to projects located in non-participating jurisdictions.
    Project based Section 8 Voucher assistance may be available for Capital Applications that request funding from one of the sources listed in this NOFA. Such Applications will be considered within the overall review of project funding requests.

    UF 2012 Capital Application Workshops will include a discussion of project Application requirements and the Unified Funding process. A workshop agenda will be posted on HCR's website prior to the Workshops so that interested parties may familiarize themselves with agenda.

    Tax credit available under the Low-Income Housing Credit Program (LIHC)
    DESCRIPTION:
    New York State Homes and Community Renewal (HCR) announces the availability of tax credit under the Low-Income Housing Credit Program (LIHC), administered by the New York State Division of Housing and Community Renewal (DHCR), which is authorized under Section 42 of the Internal Revenue Code.
    A Request For Proposals (RFP) for Unified Funding 2012 Capital Applications seeking tax credits under the LIHC Program is expected to be available on September 5, 2012.
    The Application and reference publications are expected to be available on the HCR website on September 5, 2012. These Applications will be submitted using the Community Development Online (CDOL) Application System, located on HCR's website at: http://www.nyshcr.org/Apps/CDOnline/.     This year's Unified Funding Capital Application round may have two deadlines, as outlined below. The first deadline would be for Early Round Projects, which meet criteria that will be set forth in the RFP. The second deadline would be for all other capital projects.
    The Unified Funding 2012 Capital Application for Early Round Projects must be completed and submitted by 5:00 PM on Thursday, October 25, 2012. All other Unified Funding 2012 Capital Applications must be completed and submitted by 5:00 PM on Thursday, November 29, 2012.
    A $3,000 application fee is required for each LIHC Capital Application with the following exception: not-for-profit applicants (or their wholly-owned subsidiaries) which will be the sole general partner of the partnership/project owner or the sole managing member of the limited liability company/project owner may request a deferral of payment until the time of credit allocation.
    UNIFIED FUNDING 2012 LIHC AVAILABLE:
    DHCR expects to have approximately $25 million available for LIHC reservations. The maximum annual LIHC allocation per unit that may be requested is $22,000. The maximum annual LIHC allocation per project that may be requested is $1.43 million. However, up to $1.65 million may be requested for projects in which 50% or more of the units will serve large families or persons with special needs.
